Build-a-Beast only works for Neutral and Hunter Beasts.
Mage is going to need a better early removal spell than Breath of Sindragosa if this is going to work.
If they are playing this card then you can assume they will be using Baku. So they will have consistent 2damage heropower for the earlygame. Even then though it may not be enough.
This might work in CONTROL MAGE as Arcane Artificer, Dragon's Fury, Dragoncaller Alanna & Frost Lich Jaina are all Odd-Cost cards. But it's too early to tell until we see more cards.
Remember when people played Soot Spewer? Yeah, me neither. Sure, if you can build your deck around it, this is instead a stronger Azure Drake, but think about what cards you're giving up. Frostbolt, Fireball, Blizzard, Meteor, Pyroblast... not to mention, odd-cost all-stars Firelands Portal and Ice Block are rotating out of Standard.
But who knows? Maybe I'm wrong, and someone cracks the code and makes a brilliant all-odd Mage deck. There's over 120 cards yet to be revealed, after all.
If Soot Spewer had had cycle it would have been in every Mage deck. So the comparison doesn't really work.
This is a bad argument for the card's "OKAY-ness" IMO.
If mage decks can't go odd-mana-only, then this card won't see play, and isn't an issue simply because it is irrelevant.
If mage decks can go odd-mana-only, this card is completely broken. This is Azure Drake ( A very powerful card, especially for mage in general ) that costs 1 less mana compared to its stats.
The legendaries that change your hero power are good design because the effect is reliable and game-long; The whole game, you don't have odd/even mana cards, but the whole game, your hero power is better, and the whole game, it evens out or it doesn't, but the whole game, the balance remains the same.
This will just be yet another case of relying on a good draw to offset a deck that is 80% bad. The power surge you'll get from drawing those purposefully broken cards will decide games more often than not, and that is stupid.
In essence, the deck might be balanced, but this card will never be, which seems to be HS's mantra recently, where the entire game hinges on which player draws their most broken cards first.

It doesn't seem that strong, also, you can't have Frostbolt and Fireball and Poly... I don't know man, those are pretty core cards for a mage, but we haven't seen every card. Still, I think I can safely say that this is garbage. But that's what I thought of caverns below also, we can't know for sure.
You are seems right but lets see other cards. Also there are more expansions coming so I think prior to 2020 we will see good decks with this card.
