The ONLY situation you would play this is if you have two pyroblasts in your deck.
Why do you have two pyroblasts in your deck?
That's like saying no one would play King's Elekk unless you ran 2 copies of Giant Sand Worm. It's perfectly playable even in a deck which doesn't build around it.
More importantly, you're assuming Mage is incapable of running 2 copies of Pyroblast, or more generally, plenty of high-cost spells. Between Flamestrike, Blizzard, Firelands Portal, and Pyroblast, Mage has its share of potent late-game spells.
Absolutely inferior to Arcanologist.
This card, ideally, draws you a high cost spell which you will not able to play for several turns, making the act of drawing purely for deck thinning. This would sound decent if it werent for the fact that Arcanologist draws a 3-cost every single time, making it much more effective to play on curve especially given the stat advantage on the body.
So even if this card just drew a random spell from your deck every time and risk of drawing nothing wasn't there, this would still be inferior. Even in singleton I imagine the 2-mana slot already has plenty of options that are better unless card draw is an absolute necessity.
As an upside though, it is a beast so The Curator could pull this... maybe mage gets a dragon that's actually good this time.
You make it consistent by building your deck so your only spells are expensive board clears. Of course, you still have to somehow survive long enough to play them.
In light of Spiteful Summoner I'm willing to entertain the idea that this expansion could allow for a Big (spell) Mage or Highlander Mage. If such a thing could work, it would likely pick this as a 2-of.
If you wanted to win me over, I would've preferred if it said "If yours costs more, add a copy of it to your hand". In that way it's less random than Babbling Book but comes with the risk your opponent might reveal a bigger spell. A "Big Mage" would also want multiple copies of its big spells in the long term as well.
Yeah but how many understatted minions do you want to be using in the early game?
I don't know when the last time you saw the ladder was but if you're not planning to clear the board once by turn 3 you'll be dead by turn 5.

So first of all Joust. Probably not the best mechanic in the history of hearthstone.
Then you have the stats which are decent, but still inferior to Arcanologist.
It doesn't guarantee you draw a card, and since druids are still going to be everywhere, I can only imagine how many time their Ultimate Infestationis going to win the joust.
And finally the biggest reason I don't like this, you are aiming to draw high cost cards. Flamestrike,Blizzard, Firelands Portal... Isn't the point not to let your opponent know you have them so he won't think about playing around them?
I don't like it on paper but we'll see I suppose. If you can give druid broken stuff like 1 mana fireball I'm sure you can do better than this blizzard.
