This hero power looks quite promissing in elemental/jade shaman, since it provides you with tool to make trades very efficient. also your minions are often high mana cost, low stats, big battlecry. So you can transform Jade Spirit into Earth Elemental seems legit to me.

it isn't. This allows you, for example, to trade a 5/5 into your opponents 4/5, use hero power and it is basically a full heal while getting a minion that cost one more mana. Also, if you have a minion like jade spirit or a defender of argus, getting those minions to become a 5 cost minion after being played is really good value.
he is a good 5 drop, but he could be better as a hero, because he dosen't have any synergy with freeze or murlocs, but now you just think that he have evolve synergy, but who the hell use that sh*t, he could be something like
5 mana + 5 amor as usual with the card text wenever a minion is frozen add a copy of it into your hand overload 8. HeroPower 3 mana: Freeze two random minions.
3 mana 5 amor, overload 2, your murlocs have +2/+1. HeroPower 2 mana summon a copy of a minion from your deck
why does this hero power look so bad?
I have it, and it's the "worst" DK hero power.
