this card needs to be like that other 1 mama spell, able to freeze THEN destroy any that is frozen already and be a more broken frost nova for it to be viable.

No one uses Shatter.  No one will use this.

In a parallel universe this could be frost nova artwork. In our universe frost nova had to die for cards like this to be able to exist

This plus flurry = cascading disaster?

I hate this archetype. Every. Single. Card like this ever made is 100% unplayable. This is utterly do nothing unless you have freeze synergy. And is still do nothing until you have the mana to combo it. 

Frost Mage meta is beautiful.
