I can confirm that if reduce the cost of wild growth to 0 (with emperor) then when you have 8 mana crystals (foir example on turn 8 with no manipulation) you cast innervate then your 0 mana wild growth you will get an excess mana card and not a mana crystal.
So if you Mind Vision this card while you have, for example, 7 mana, can you still use it even though it says you need 10 mana crystals for it to work?
I've never seen it done, but that what should happen. BTW It doesn't say you need 10 crystals for it to work, it says that you got it because you had 10 crystals.

This card is specifically summon by Wild Growth when you have 10 mana crystal at the moment, not Arcane Golem or Nourish because they still refill your empty mana.
It seems create only to serve Wild Growth instead of a general mechanism, as they give Nourish the choice of draw 3 card to tackle the the max 10 mana crystal problem. Thus I don't see Arcane Golem generate it as it require additional coding AND make the card even worse.
I have been playing Rogue Chameleon and earn many crystals of mana by many spells, but only received Excess of mana [/card] when I have cast a [card]Wild Growth. I think every class should receive it's specific Excess mana card, this is a Druid only card.
It means if something like the Arcane Golem tries to give you mana when you already have 10 crystals, it triggers this special card and gets you to draw a card instead.
Arcane Golem doesn't have this behaviour, but Wild Growth does. This is probably so that druids can't deter their opponents from playing Arcane Golem by reaching 10 crystals early. Wild Growth is the only card I know of that's total dead weight if you already have 10 mana crystals (as long as some of them are empty).
