Slightly slower, but you could also play your C'thun and then Shadowstep it, then next turn you can play the cheap C'thun, a cheap Tenwu, then play it again. But I feel like the 90 damage would just be overkill and hard to set up

this is a third shadowstep for decks that play 2x shadowstep, the question is which cards do you want to shadowstep and play in the same turn?
only Leeroy Jenkins comes to mind, but what else?
It is interesting to cast this battlecry on any costly card low HP (e.g. just after a trade) and/or with a strong battlecry/passive effect. With the (1) cost of mana give you the opportunity to cheat with the mana during one turn. You can typically double Kronx ou double Flick in a single turn . In my opinion this card is broken, envision to prepare a malygos combo in two turns, etc. IMHO the card is broken.
Rogue is able to discover other class legendaries so you don’t actually need to worry about putting a great card into your deck. But if you really need to put a gamechanger card, you can put Silas Darkmoon.
If this isn't going into a malygos otk deck...

A targeted, turn-limited Grumble, Worldshaker in a class that loves bounce effects. I'm sure that this will see play, but it's kinda disappointing for a legendary--it should discount permanently, because this would enable some really fun things with Shadowstep, Sathrovarr, and the gods.
A Youthful Brewmaster but you can replay the card for 1 mana? Seems very meh...
C'Thun, the Shattered
I'm not sure how good this is, It's a better youthful brew-master, that's a fact, but other than that it cant start any good combos because its cost reduction only lasts for one turn. Good for cards like Jandice Barov and other battle-cries.
A bit disappointed, but its better than legendary rogue cards from year of the raven.
