This is basically a magnetized Zilliax for pure paladin. How can you think this is not a good card?
When you remember Shirvallah wasn't played due to her much more steep restriction in deck construction where as this can fit into a deck that already sees a large amount of play. The two aren't even comparable. This card is very much good. Only downside is the falter when Crusader and Zealot rotate out.
This card shouldn't need a restriction though. At 8 mana you need cards that win the game.
No, we don't. Pure Paladin isn't about dropping some big bomb to insta-win. They win through value by keeping the board in their favor and burning their opponent's resources by using things like Crusader and Zealot. This card would see play in every paladin list if it didn't have the restriction. It's 8 mana, kill a thing, heal 7, AND stops enemies from going face. And if they don't have a spell to kill it, you heal 7 more ever single time they have to trade into it. The fact that it gets Rush, Lifesteal, and Divine Shield alone already means it's going to get a ton of value the turn it's played but then with taunt your opponent is required to deal with it.
