I literally have no idea which "best in the game" 6 drop do you talking about, which is not Highmane or Sylvannas or Mysterious challenger.
the8thark, you are right, I've forgotten it (and maybe some other card too), but the point was that mage does not really shines in any mana slot, maybe the 7 slot, Mage has the most useful card section as a starter and in average card power (because mostly you don't have situationally broken, but otherwise crap things like in Rogue or Shaman), but there's no need to overhype is.
This card was made for it's thematic and the fun effect.
Theraxin, no other class can freeze you right out of the game, or wrek your face with 10+ damage worth of spells over multipe turns. Also the water elemental is one of the best 4 mana minions in the game. Also Flame strike is the most OP aoe in the game. It's apppropriately exoensive though. That card alone is why rush have 6-7 turns max to beat mage.
I would say mage is more broken than most classes. It has no situationally OP minions but it has a ton of situationally OP spells. Also there is almost no bad mage cards. Almost every other class has a few really bad cards. So bad they are unplayable. The only really unplayable mage card is Flame Leviathan and it's getting relegated to the wild garbage dump soon anyway.

Actually, Rogue can do that 10+ damage worths of spells, there used to be a bunch of OTK rogue before the Leeroy and Gadgetzan nerf. And class related thematic can be found in any class.
The Flamestrike thing is mostly an Arena issue, because Arena is very "stand alone" card oriented, where the mage dominates by far and Flamestrike is just insane there. In competitive ranked, Flamestrike is the best 1 card AoE in the game, but it's not overpowered, because it's slow.
Broken classes needs to break the game, and mage does not do this. Situationally OP spells are found in any class, but mage is not amongst them. Doomsayer + Frost nova is one of it, but the mage mostly relies on the synergy.
Flame leviathan is not that a piece of crap card, how the most of the player base sees it, unlike Wee spellstopper. It would definitely see play after Naxx and GvG rotates out of Standard, but sadly, that card is GvG as well.
BUT, what I'm agreeing with: Mage is one of the most decent classes overall, because it has no really situational, but otherwise useless thing, and the core of the set is powerful and diversely used as well (like, a Fireball can be used as a finisher in aggro, gaining tempo or a controll removal) and there was no real misstep in the featuring of the class (like, controll hunter thing, which is definitely against it's hero power or the Warrior rush thing).
So, I'm mostly agree with you, but using OP and broken for a whole class (which is not even Tier 1 right now) is not correct.
Mage needs bad cards like this to be Common in order to rebalance Mage in Arena. Unfortunately they made this Rare.
Everyone is talking about Tempo Mage, but what about freeze mage(or, more likely, some other control variant). Endless freeze with this and Water Elemental.
This can freeze enemy player, so if you are a controll, this means almost nothing, if you are a combo, you'd need to do this before casting (Ice lance synergy). And it's 4 mana. it should be 3, like Flamewaker, which is a mediocre card made great if you built a deck around it.
Perhaps it wouldn't fit well into a Freeze Mage deck, but I feel it could into a control mage. In either deck, the opponent could have board control, but you Fireball a big minion down and freeze another minion and keep some kind of control of tempo.
Don't get me wrong, I like the effect and I consider it as a fun card, but it's too poorly made.
On the Tempo side, 2|4 for 4 is a huge loss of tempo and the effect is random. And if it hits 1 good target, it's still a worse Water elemental.
On the control side, you can't really get any card advantage for this. in the 4. turn it can dies easily against a midrange-y thing or a Truesilver.
I'd use it in serious decks if it will be better statted or would grant some "free" Freezing, not just for spells. But the thematic and the effect is nice.
TEMPO MAGE!!!!!!!!! I see potential with Arcane Explosion, but arcane explosion is pretty bad already.
Can't pull this from Faceless Summoner and Piloted Sky Golem is Wild only so having a full turn to dump spells with this on board is even more unlikely.
This card has a great effect. Sadly it's too costly and weak to see play over other minions. Freezing is helpful but it can re freeze.
Would of rather see something like this
Makes all mage spell more viable, combo well with Arcane Explosion or Arcane Missiles
RNG RNG Casino Mage... ok Blizz we got it.
Compare this to flamewaker 1 more mana for freezing a random enemy instead of dealing 2 damage randomly spread across all enemies after you cast a spell it freezes one. Maybe it could deal 2 damage to the enemy if it is already frozen and/or be a 2/5 and be good but in it's current state this is too weak to see play.
For 3 mana or with one more attack this would be a nice card, but like this... idk, maybe in freeze mage.
