I think they are trying to make mill decks ridiculous. Imagine mill druid with this card and Elise Starseeker. Just remove tree of life and another useless card. U have insane card draw, so u can grab that monkey quick and be able to Reno quickly as well.
Mill druid seems to be getting insanely buffed.

30 Legends deck buff
So this card might be good enough to play a deck with one copy of a card only to get this health back. I really like it, and I will use it in beast hunter deck.
EDH/Commander players rejoice!
It WILL slow the meta drasticaly (just like control players like)
1) there are enough good cards now to play only one copy of things
2) people will build the deck to last - it will basically be a fatigue deck
3) There will be a priest tier 1 deck using this.
This card might be a decent Legendary pick in Arena (if the other 2 are really sh*t) cause most of the times you wouldn't have 2 of the same card.
I'd rather play my cards double to have 2x chance to actually play them.

Remember there's Golden Monkey or randomized tavern brawl decks, where you have to do a complete diceroll. However those are rare ocassions and people might complain about trackers giving advantage for once.
This card really isn't that good in fatigue decks like people are saying, the biggest problem with fatigue decks is they lack consistency as a result of having to play little to no card draw a card that forces your deck to become less consistent in order to be used is certainly not the solution to that problem.
You're wrong because with this card you will be able to use card draw.
Not really, while the healing does help, you can only run one deathlord/naturalize in exchange for that effect so you end up less ahead in fatigue than you would be otherwise, additionally you are losing a healbot and half of your removal making your early game quite a bit weaker. Furthermore you won't be doubling your card draws but you will be halving the amount of removal in your deck so even with card draw you will still be less consistent and be much more likely to be tempo'd out while you spend your mana drawing.
He's not good if saved until both players are in fatigue either because if that happens you should have already won the game so he just becomes a win more card in that case.
