The hero powers Justicar Trueheart gives you have the value of a 1 mana card. If you had a 1 mana "draw a card" effect, would it see play? Honestly: I think not. It'd be worse than Power Word: Shield and almost always worse than Tracking. If you gave it to a class with a heavy combo theme like Rogue or Warrior, they *might* run it because it thins their deck a little, but other cards are simply better for that kind of effect.
Regular hero powers give you the effect of a 0 mana card (Fireblast = Moonfire, Reinforce = Wisp). Life Tap would be played if it was a 0 mana card with that effect because the effect of thinning out your deck is very much worth 2 face damage in many decks. It would also be an auto-include 2 of in combo decks.
I find this to be one of the less amazing hero powers Justicar can give.
Wtf man. You cannot simply compare Hero Powers to cards. Spammability is a key factor.
