It is way better.
The creature is destroyed, without being damaged. Sap only returns to the user's hand.
Unstable Portal reduces the mana-cost of the generated creature, possibly extending the range of actually playable cards. The new creature your enemy gets will have his regular mana-cost and especially in constructed, the choices of creatures are very specifically tailored to your decks game plan.
Plus, your opponent has to actually play the creature in order to benefit from it. You can assume you just got tempo on your side, because you wacked a big target off the board.
Finally, in some cases this will lead to a discard in which the only downside of this card has actually turned into an advantage.
I think the drawback is more than acceptable. Druids needed some actual playable hard removal. They get one every expansion, but this seems like the first that is worth putting into a slower deck.
I would even go as far as to rate this one of the most powerful cards that have been shown.
I though this card wouldn't be that good. Then I played a game against a game where my opponent had Ysera.
Changed my mind. Auto-include.

Random minion is not that good and your opponent will have to play it so it is not for free,
the downside is less like weaker card draw for opponent so I like it a lot (yes I know that he gains a card but it is rare to fatigue).

I don't know, that is a lot of big minions coming with TGT, but is a nice hard removal imo.
That is a good comparison, but you must also consider that Sap don't trigger the Deathrattle of the minion. That is an advantage of Sap
Finally a good hard removal for druid.
Considering my RNG, I'll be playing a lot of Wisps.
I love this card. I've always loved Naturalize (especially cause no one expects you to have a 1 mana hard removal on you), and it's an auto-include in all my druid decks for just in case situation, but that card draw deal has always skeeved me a bit whether the value is great or not. This is much better: I'd much rather give my opponent a potential murloc raider or wrathguard than allow them to gain back some card advantage.
That's actually a great question mate! And it made me realise something:
At lower ranks, pepole tend to not have all the cards needed for their decks: Warrior's with no Grommash Hellscream, Mages with no Archmage Antonidas, etc.
So, I think it makes sense to play Naturalize in lower ranks and, when you get to rank 12~9, change it to Mulch!
Something to think about...
Overall I think this card is better for that reason. Stable Portal is amazing because you get to spend 2 mana and get a minion for 3 less. So you can play a 6 drop on turn 3 if you manage one, but this doesn't allow for that ramp. Speaking of, I played against a Mage who managed Prophet Velen on a stable portal and nailed me with a Fireball for 12.
In a meta where you want to reduce enemy card draw as much as possible (e.g. vs Patron Warrior), this card is easily better. Naturalize is more like a fun card for mill decks :)
I could see this as a 'one-of' in Druid decks. Ges the minion off the board the only drawback is it has the chance to get something even bigger which you may have to deal with later. On the flipside though if he gets some shitty minion its good.
"Random minion" seem a little unfair, but "minion of equal cost" would make the card unplayable.
Comparable to Naturalize. Midrange or Ramp Druid won't want to run this, but maybe in Mill Druid .
You mulch enemy minion (deathrattles trigger), they get ANY *collectible* minion in the game.
At least it's a balanced card IMO.
Milling your opponent by giving your opponent a card out of his deck. I don't know about that..
It will never be better than sap, because it costs more.
This card is worthy of use only on big minions, would not replace Big Game Hunter ...
