I think it is not that bad. Basicaly a 3/2 of which 2 attack points have charge.
This could be great in a budget zoo deck. Very cool effect. In Arena this is gonna be a good 2 drop. Also great for a 1/1 Silver Hand Trade up in the early game.
Seems like a bad card to me, unless you're running a Hobgoblin deck.
Just a more expensive Abusive Sergeant with a longer effect for any other use though.
Could find use on Tough minions like Deathlord.

why all the shredder nerf comments? don't you want blizzard to create 2 cost battlecry minions any more?
Shredder is pretty RNG in the first place and i don't really count on it spewing a super awesome minion from it. There might be something wrong with your deck if you rely on what Shredder pulls out.
Every 2 mana card was just made to fix Piloted Shredder!
Battlecry effects can't be used on itself for as far as I know.
The big problem with this card is that for most situations, +2 attack and +2 attack this turn are not that different. What you want to do (except in face decks), is to Abusive Sergeant a 2/1 minion to trade with a Spider Tank, for example, and in that case both effects are effectively the same. So at first look this card seems useless.
Now, some people pointed that it might be workable as a "combo" with cards that have very little attack and good health, making them more balanced minions. But is it worth it to spend 3 mana and 2 cards for a 2/4 taunt and a 1/2? If you play it on a Mogu'shan Warden suddenly you have a 3/7 taunt, but you spent 6 mana and 2 cards, while for 5 mana you have arguably a 4/7 taunt with Sludge Belcher. So I still can't see how it can be useful, but there is hope I guess.
How can 4 abusive sergeants in an agressive deck be useless?

Now we just wait for another card that gives +2 Health to a friendly minion as its Battlecry.
I would say this card excels in mirror agro matches or midrange that is looking for a sticker minion than Abusive Sergeant. It's certainly more effective than Abusive Sergeant if there's a large amount of mage being played in the meta.
It's hard to create cards similar to other cards without making another card insignificant.
Abusive Sergeant is a 1 mana 2/1 that gives 2 attack to another minion this turn.
Lance Bearer is a 2 mana 1/2 that gives 2 attack to another minion.

5. And a 1/2 is a bad, bad minion if it isn't doing something really broken, like giving another minion +1/+1. A +2 to atk or +2 hp buff to another minion is not OP. This is a worse Abusive and Shattered Sun and no one plays Shattered Sun anymore cause 3 mana minions are way better than her.
