Multicaster is still a much better card,that being said , even Azure Drake draws you 1,with +1 spell power and had to be buffed to 4/5 ,just weeks prior

Why not make it infuse(2) draw 2 and infuse(4) draw 3, cause now Drawing it as a Top deck when your out of fuel does almost nothing ,and you may as well just concede, even if your playing a minion oriented deck

Not sure, but I feel you are underestimating it. Drawing engines are powerful, aggro decks can use a tool like this to refuel their hands by just having their minions cleared.

The thing is pretty much everyone has a drawing engine, and it's faster than this.
