This powercreeps Forbidden Healing, but I personally don't think that card was ever actually good to begin with. Even though it saw play, it really only did so because paladin didn't have better options. Where this card really shines is with synergies - enabling Shimmering Sunfish and Wild Pyromancer, as well as having its effects magnified while under the effects of Lightforged Cariel and her The Immovable Object. By itself though, the card is very fair. Nice design, and I'm happy to see control paladin using it to the despair of aggro decks!
someone somewhere at some point in time will use this in some type of OTK or combo deck and it will be good

Keep in mind that Lightforged Cariel is in Standard, and that Forbidden Healing and Witch's Brew saw play back in the day. There is a critical mass of healing a single card can provide that makes it good, even if that healing isn't particularly efficient. Might make it into Reno Paladin, because that Cariel synergy is disgusting, and being able to do a massive heal twice would shut down a lot of aggression.
On an unrelated note, thank goodness Lady Liadrin is rotating, or else Paladins healing for "40" each turn for 5+ turns would cause snoozefests if your deck doesn't run weapon removal or tons of damage.
I don't think this is very good. 1 mana for 2 healing is very poor value, you're better off with the healing minions most of the time.
However this has really good synergy with Wild Pyromancer which control Paladin already wants to run because of Equality. That alone might make this good enough.

Didnt they just give a 'repeatable this turn' card echo? Why arent they doing that for this too?
Because they dont want to have too many keywords in rotation at the same time, makes it easier for new-ish players.
2 Reasons actually. Witch's Brew is a wild card and so changing it won't add echo (an old mechanic) to the standard format. Secondly because paladin does not have an easy way (At least that I can conceive of) to reduce the cost of spells as an aura, unlike shaman who is getting Radiance of Azshara in the set.
