Yes, this does in fact powercreep Arcane Intellect, which is why it's bumped to a 6 from 5. Unfortunately for this card, aggro naga hunter already has access to better card draw in the form of Ferocious Howl. You'd think that drawing two synergistic cards for 3 mana would be good, but of course, these aren't normal times, and being just overpowered isn't enough.
