This is a lot like Cult Sorcerer, as it's a spell damage minion with potential upside with a "tribe" (c'thun's cult isn't really a tribe, but you get the idea). Spell damage is probably worth exactly 1 stat on a minion, making this mostly a fair card that has a naga tag as a bonus.
