Because all neutral cards should make sense in ANY class. Just like these great examples off good all-round neutral cards:
Captain Greenskin, Naga Corsair, Phantom Freebooter, Lightwarden, Secretkeeper, Avian Watcher, Blackwater Pirate, Bloodsail Corsair, Clockwork Automaton
And of course the one that shows them all Mad Scientist
Missed chance for dueltag minion beast/mech
Don't you think they think about stuff like this? I mean I'm pretty sure they will someday introduce dual tag (or multi tag) but when this time comes, the whole expansion will be built around this. I would say introducing dual tag for just one minion would be kind of a missed chance...
Edit: And also, since the beginning I'm wondering why there isn't a horde and an alliance tag, or why there isn't a gnome, human, nightelf, dwarf, orc, troll, undead, tauren tag and so on. But similar as above, I'm assuming they will introduce these tags some time and then another expansion will be built around this.
There's no reason to do that though. That was a specific mechanic for that set. Also, if they did that it would mean it would appear more in Discover options as well as arena drafts.

Auto include in any druid, priest, shaman, warlock and warrior decks!
I mean, wtf man? Feels weird for a legendary to only cater to 4 classes. I mean we had the gadgetzan things. But they were evenly spread.
Yeah, cards that don't fit in all decks and classes are really dumb. Who wants cards you can't include in every class.
It's more like 3 classes, I wouldn't even count Rogue. They only have 3 secrets and none of them are very good.
Tri-Class Gangs were a one-and-done in MSoG. They didn't want to do it again. As Blizzard has said time and again, barring the classic mechanics like Deathrattle, Battlecry and Combo, gimmicks don't return from set to set. Witchwood had the only odds and evens, as well as Echo. And Boomsday will be the only set to have Magnetic.

This actually seems like it'll be fun to play. Draw 3-5 cards as Hunter? Even if you have to put a 5 mana 4/4 in your deck.
I wonder how annoying secret mage is in wild...
And let's not forget how good paladin secrets are when they're not in your deck pogchamp
Yup, no other classes should be able to benefit from this card, and it should replace the other class legend in this expansion.

You should be able to.
How is Subject 9 not a Hunter legendary? A reasonably costed beast/draw engine that pulls secrets makes a ton of sense for Hunter, which lacks draw power and regularly runs secrets across several archetypes. On the other hand, Mage, Rogue, and Paladin already have fairly effective card draw tools, and the rest of the classes don't even have secrets.
