I'm gonna go with no, due to how joust mechanics work. If you're at 5 health and joust out a Molten Giant it still counts as a 25-cost card for the purposes of the joust. This would lead us to believe that discounts don't apply until you draw the card, or at the very least not while in your deck.
That's fair to say, but why does the new Hemet destroy the entirety of the deck after a Barnabus' effect had triggered? I think Druid quest would make it able to pull any minion in that case, due to that reaction.
Hemet doesn't destroy the whole deck. I've done it.
Probably because Blizzard is inconsistent as fuck, so I think all in all there's no way to know how anything works until its tested in game.

IMO most of the recruit mechanics are contradictory. Recruit cards are usually high cost and trigger with deathrattle, which means they should be played in slower decks. By thinning your deck, however, this mechanic gives you a disadvantage against other slower/control decks without recruit as it brings you closer to fatigue.
But of course, it might just work in warrior, priest or druid since they can shuffle cards into their decks.
That's my thoughts as well. People are comparing the Warrior recruit card to Big Priest, but that's not a fair comparison at all. Big Priest is good because you copy the cards in your deck, and because you can resurrect them for cheap, giving you both good tempo and good value. Pulling out your Lich King early for 6 mana in Warrior is good for tempo, but a hard removal card will still kill it, and if that happens you basically get 1-for-2'd since you will no longer have Lich King in your deck.
And the same applies to cheaper recruit cards, it's good for tempo but absolutely horrible for winning the value game, so it's only a mechanic for tempo decks... unless you want to thin your deck intentionally.
That is what I think this card will be good for. If you play it in a Hadronox/N'Zoth deck, then this will greatly thin your deck and let you draw those two win-conditions faster.
If recruit becomes popular, I might try out some fatigue warrior and priest.(I always enjoyed mill rogue and fatigue mage XD)
I'm interested to see if we can use recruit to thin our own fatigue decks. Fatigue decks can't build the way warrior used to with every card being very powerful and relying on nothing but your 1 card per turn to refill your hand because they will run into stuff like jade druid which just casually goes infinite if it pleases. Since the fatigue decks now how to build around some combo, they might as well recruit out as much as possible and get to the combos faster. I can see Grizzled Guardian in some sort of druid fatigue deck, finding your creepers or deathlords or chain gangs, allowing you to zero in on the gamestate you want: auctioneer/coldlights with idols and an empty deck. Even if it's not possible, mill decks could get a huge boon if recruit gets pushed.

Is Blizzard overcosting the Recruit mechanic? They know more than we do with how it plays, but seems to be like Inspire, where the keyword cost about a mana too much
It's like they want several classes to be able to have the EZ Big experience, but with none of the power because you have to wait until lategame to pull it off.
Not quite a fiesta, that's exactly why they are costing it higher than you'd think initially. I'm sure there are ways to abuse different flavors of recruit to pluck specific creature out of your deck that will be RNG-free, though I'm sure you'd complain about that too :)
Quick note: those unusefoul 4- mana things ACTUALLY get out of your deck, preventing you from drawing trash
Jesus Recruit cards are even worse then Inspire. I don't know how they did it.
