I have just a small feedback to your format. Remove the TL;DR parts of your reviews. Your long format is well-arranged so that your short ratings are easily read on the first go, making the TL;DR unnecessary.
Haven't really been a shaman player after years of playing this but this xpac actually looks like shaman can have a decent setup for decks. With that being said, I don't have Shudderwock or Electra and I only have enough dust to craft one. Since both will be in rotation for another year, which one you think should be crafted first for the long run?
Wait and see which archetypes will establish itself. The Zentimo / Electra synergy looks very promising. I would not be surprised if a spell heavier Shaman will be viable.
Druid and warlock get only really terrible cards, they have enough broken ones for 3 rotations.
A cheap neutral tech can completely destroy and totally deny decks like Shudder and Mecha'Thun, I don't talking random BS like Dirty Rat, we need something like search a card in opponent hand or deck and remove from the game.

Yeah but you overreacted a little bit on that. It is too much. Something like 5 mana 5/5. Battlecry: Remove all 9/10 mana cards from opponent's deck or hand. Burn the first 3 cards on top of your deck for each card removed (Which would be very fair considering you removed their win condition.) And I just threw in a concept, as what I described is still very broken.
Your design = Clumpsy and lame. It very much feels like a home made design.

Huh? Are we talking about the same expansion? I am even worried that the powerlevel of this expansion could be too high. As long as we do not get another Goblins&Catacombs or Mean Streets of Gadgetzan degenerate stuff, I think this expansion is shaping up to be one of the better ones!

I play all classes, but I have 2 favorites: Shaman and Priest. I spend a lot of time theorycrafting with those two classes. The rest are usually netdecked (if I only had more time!), and the playstyle depends on my mood. I love cool combos, so I tend to gravitate towards those, but I can play control, Midrange and aggro. Probably play aggro the least.
7. I'm now working on shaman: Spell stone, Grumble, Shudderwok, and mummering elemental, how come I haven't realize until now??? The shaman class also has some good quality 7 hp minions, like grumble, kalimos, (and voodoo hexxer?), and good ways to manipulate your own minions, but which ones are the optimal combination is a big problem.
Yeah, I tinkered with a similar deck, and thought that Amara would be a perfect addition. Bricking the combo that way made me laugh hysterically. No more Amara!

Stonehill Defender can has a good chance of pulling Grave Horror and Obsidian Statue, which are excellent targets for Princess Talanji. Not to mention the vanilla high health/high cost taunt minions and Lich King. Servant of Kalimos can also give some good minions to summon cheap, like Mountain Giant, Cauldron Elemental, Baron Geddon, Stormwatcher. Add some other standalone cards like Curious Glimmerroot and Zola the Gorgon, and you increase the chances of generating insane tempo in one turn.

Another idea for Shaman:
2x discounted Snowfury Giant, Beakered Lightning (both Giants have now 7 health), Star Aligner, for 7 mana. Add either Murmuring Elemental for double damage, or Spirit Echo for repeat damage if the board gets cleared.

I am currently playing a Priest Mecha'thun OTK, using Reckless Experimenter, Ticking Abomination and Coffin Crasher as combo pieces. Several times I have had the combo ready for turn 10-11, so it works consistently.
