This is completely false. Your pack openings from one expansion have no impact on the openings from another (ie. they're completely independent from one another). See the Gambler's Fallacy:
One of the biggest issues with Emeriss is its mana cost though. At least at 7 mana, coupled with Rogue's mana-cheating cards, you can actually do something with it on the turn you play it instead of having to wait for your next turn to get the impact of the card (as with Emeriss).
I'd hardly say it seems terrible. For 4 mana, it's a (pretty bad) vanilla stat-line, but any kind of control deck that runs AoE, draw, or value-generating spells is going to have a good time with it. I think this card has some pretty incredible potential. Undeniably more competitive than Marin the Fox.
