You can't make casual only cards unless you allow players to refund their full dust cost after getting them, or having a casual-only expansion, as anyone who doesn't want to play casually isn't going to buy packs where these cards can appear. Both of these options lose blizzard a decent chunk of money.
You might be able to argue Zoo is midrange, but Tempo Rogue is an aggro deck. It has mediocre card advantage, requires early pushes and cheap removal designed to keep board. Just because you don't go face every attack doesn't mean its not an aggro deck, neither does including a seven drop.

Vanilla test passed with flying colours, and solid effect. We'll see this in every non-murloc pally deck until it rotates.

Effective charge and spell damage. Wear him down until he can cast his mind controls, using the candles liberally, then burst the rest down.
You can't beat him with value unless you have stealth, unfortunately.
