If u r talking about it's a game of luck, i think all card games (including traditional card game and digital card game) are a game of luck.
But what I think you are wrong is that card game talks about decision making. That is, with only the cards you have on hand, you make the best decision to increase your winning chance. If you cant draw certain cards, then play the best move you can and avoid careless mistakes.
At the end of the day, of course it involves luck, but there are ways to increase your chance of winning! And I dont think it is solely on luck.
I think both are very good options, especially The Lich King, since it gives you some more late game option for extended fight which is one of the weakness in current budget deck.
For Primordial Drake, it should work better in KFT meta than KAC meta since we face more higher health minions currently and so the dragon will be less effective than before.
Imagine what will happen if the card sets are released reversely?
When we still have basic and classic cards at the very beginning, but then we receive KAC first, followed by KFT, then UNG, MSG, Karazhan and finally WOG.

Is it because they know the card set is not that appealing and so they are forced to promote the card set with 50+20 bonus card packs ?

Definitely Shadow Word: Pain and Duskbreaker
And now I would reconsider adding back Potion of Madness
Against control:
Netherspite Historian if you have another dragon in mulligan
Drakonid Operative and Twilight Drake would be the best cards to keep

2. Skull of the Man'ari: A very good card to pull out large demon minions from your hand, such as Doomguard and Voidlord.
From HSReplay statistics, in the past 7 days, across Rank 5 to Legend, this card has an overall 53.2% deck winrate and 60.1% played winrate.
3. Rin, the First Disciple: A good card especially great against control deck to burn your opponent's whole deck.
From HSReplay statistics, in the past 7 days, across Rank 5 to Legend, this card has an overall 51.5% deck winrate and 52.1% played winrate.
The following cards are nice cards to craft in case you really like them.
Honorable mention:
1. Rhok'delar: this card has an overall 51% deck winrate and 47% played winrate.
2. Kathrena Winterwisp: this card has an overall 49.1% deck winrate and 52.2% played winrate.
3. Val'anyr: this card has an overall 54.3% deck winrate and 46.4% played winrate.
4. Zola the Gorgon: In Priest deck, this card has an overall 50.1% deck winrate and 56% played winrate.
5. Sonya Shadowdancer: this card has an overall 49.9% deck winrate and 47.1% played winrate.
6. Master Oakheart: In Warlock deck, this card has an overall 49.4% deck winrate and 55.9% played winrate.
