In addition to all the other arguments here, I think they don't want to overbuff and create problems where there were none. With how pissed this community gets about broken cards, can you imagine the outcry if the card under fire was one that was harmless initially and got forced into being a problem?
It's not great, but it could get better or worse depending on which packs you got them in. If you got your second legendary around the ~30 mark then it's more likely you'll get another one soon.
It also depends on which legendaries they were. Someone could get four legendaries out of 50 packs and have them be the Princes and Blood-Queen Lana'thel, and someone could get just two but have them be The Lich King and a good Hero card like Bloodreaver Gul'dan.
Deathstalker Rexxar could become very good if a slower Hunter deck emerges (it's happened before), but even if not, he's fun to play. I think you should hang onto Prince Valanar for a while; I could see him becoming an important piece of some Rogue or Hunter decks.
Maybe good in Miracle Rogue? You can swap it for Sherazin (or wait to use it until you draw Sherazin), and it provides Taunt and healing, something Rogue doesn't have much of.
Is it really that significant? Best case scenario for them is they attack with a 1/1 Pirate, then Crawler eats it to merge their stats; nothing was really gained, they still have the same amount of stats on the board, just now removed with a single-target removal instead of a board clear. I thought Pirate decks mostly use Crawler to win the aggro matchup rather than to gain a consistent advantage.

I fought a version of this deck once that swapped an Ultimate Infestation for an extra Living Mana. I think it's personal preference.
