Kinda hard to find epic Annoy-o-tron art. Oh well. Next: A corrupted version of a common card (like the one's just revealed for the expansion announcement)
I put a +1 because the idea is great. However, you forgot one thing. Once your opponent gets rid of your Bookburner Imp, your hero power will remain (1) Discard a card at random. Also, if you add “Deathrattle: Your Hero Power becomes Life Tap.” then a silence and you are highly screwed. I propose this: « Your Hero Power is Bookburning. Whenever you discard a card, draw a card. » Thus, when this card is silenced or dies, your ancient hero power comes back.
Fair enough. Honestly, I feel like this effect doesn't even need a drawback. Putting it on something like a 3 mana 4/2 would be perfectly balanced. Then again, he did say "MAKE IT RISKY!". Well, can't get much more risky than this.
