I have a friend who plays ranked play. He's been having good success only running Feugen. The stats are pretty nice and he draws premium removal (hex/sheep) quickly. It also tricks many people into holding onto silences. I played his deck with my shaman and after seeing Feugen hit the board I held onto an Earthshock for the rest of the game. He told me his trick later. <_<
The question I have is if one of them come up in arena, then it's going to be a choice of that or 2 other legendaries. Are the other 2 that bad that you would rather have a vanilla stat card? It would have to be a draw like Feugen, Lorewalker Cho, or Norzdomu.

I think this would just be too OP, plain and simple -- since you'd not be getting 1, not 2, but 3 legends counting the 11/11 summon. An easy ticket to 12 arena wins. I don't think they are generally bad on their own, but I see your point, that you will probably never be able to draft either one because you know how unlikely it is you get the other. A 4/7 body is sometimes the best choice tho.
An interesting concept might be choosing between several card combos, equality/consecrate, frost nova/doomsayer, etc... But I don't know how they could really make that work. Maybe when choosing between the 3 classes to start an Arena run, you are shown 2 or more core combo cards that are guaranteed to come in the deck to build around. That could be cool.

Special abilities don't necessarily make a card good, particularly when its a niche ability that your deck can't take advantage of.
They aren't wonderful cards, but they aren't bottom tier enough to justify making a special exception in the drafting rules.
1) You would have to lose a pick for drafting 2 cards at one time.
2) You would have essentially have filled the 5 slot, one of the hardest to get good cards outside of rare for.
3) Honesty, Feugen will virtually always get value. A 4/7 vanilla is not as sticky as Sludge Belcher, but will sill be sticky. And a 7/4 in arena will finish a lot of games really fast if they have no burn left. As will an 11/11 Thaddius.
The only time I got one of them as a pick in the arena, I got the other one as a posterior pick. Maybe they actually always come together in separate picks? Anyway if the other choices are decent I always pick other legendaries (as I did that time), and this way you have tow in your deck.
The 4/7 body is incredibly sexy and I'd take it as just a vanilla 4/7 for 5 mana in arena. I'd probably skip the 7/4 if offered a better legendary.
Yarp. It's a Spiteful Smith (a good vanilla arena card in its own right) with an extra health on top. Picked him the other day over Lorewalker and Mukla without regret.

Its Arena. You will pick less than amazing cards at times. There's plenty of worse legendaries as is.
Can I then also demand that Equality and Consecration always go together, and Doomsayer and Frost Nova?
Feugen (especially) and Stalagg are decent minions on their own just for the stats, so I don't think there's a real need for them to go together.
A 7/4 or a 4/7 for 5 mana is already powerful enough by itself.
If you pick one and don't get the other, you still have a powerful minion in your arena deck.
If you get both, lucky you.

Venture Co. mercenary , or Ogre for just one mana more, are far better in Arena than Feugen. No need for wtfs or sarcasam, just an idea.
