I've never made it to legend. Yesterday i was trying to do that harder than ever. Got to 1 rank 5 stars 5 times, but everytime RNGsus laughed at me and i lost every decisive game. So, the story.
As it happens, I was matched twice in a row against the same player. I lost first game and that was one of those "get-to-legend" games. When the second game began, he added me to a friend-list. Then, the opponent asked me to give him a free victory, because he was 1 star short from the legend. Frankly, i was going to say something rude, but ended up being polite. The game was easy, as i got the perfect draw from the beginning. When i had lethal he asked me again to concede. I never answered.
What would you do at my place? Would you push that "concede" button to give a legend to a random guy, when you're that close from legend yourself?
Personal choice. You play ranked, you play to reach the top and not for anyone else's benefit(he should be aware of this himself). You were polite, you won the match and you got to legend. Nothing foul happened here and nothing to be ashamed of, congrats on legend!
Also the poll isn't clear enough. Would I give him the victory? Or would I beg for victory? If it meant give him the victory then no, if it meant begging for victory I'd say 100% yes (shameless).

I have beaten legend players countless times when I have encountered them using that card back. In fact some even tend to not use it much because it basically makes opponent to take them more seriously on the low ranks.
So yeah, the thing is that once you have tat card back it doesn't mean you're more skilled than those who don't. So getting to legend is the biggest reward until you realize that some rank 20 player who can't be bothered beats you repeatedly.
You know, this is exactly my reaction on his question. But, honestly, your situation is more ridiculous. I thought all top 100 legend players should be at least determined to play fair and not ask for throwing a game away.
I had a guy on my friends list that added me a season ago. He was struggling with reaching legends so I coached him in game (spectated his game and commented what play I would make). He was playing secret paladin, and as we all know that deck is complete face roll so we won 4 consecutive games in a row without much effort being made.
This season I reached legend quite early on and so did he. As soon as I reached legend I started playing all kinds of random troll control decks, experimenting with Reno and so on. Needless to say dropped from my top 100 legend rank down to 3k after a day of experimenting.
To get back up again to a decent rank I started playing my mid range paladin, and at some point I queued into that same guy that I had helped the season before. He was rank 39 legend - playing cancer fel reaver druid, I was rank 2600 legend.
First thing he said was "Hey man, gl!". I was polite back of course and the game began. He had the most ridiculous curve with coin aspirant into innervate fel reaver. But the mid range paladin I was playing was teched with double big game hunter, one aldor peace keeper and double keeper of uldaman. So his big threats wasn't a problem for me.
Soon he started realizing that I was about to win the game and was saying stuff like "No chance you'll concede? :D" and I was just laughing back answering with "haha". I honestly didn't think he was serious, what kind of player does that - asks ppl to concede.
I won that game and he wrote: "You crushed my dreams". I replied with a "sorry". And then he removed me from his friends list.
Wow, that's really sad... You acted as a friend for him and due to one loss to you he removed you from his friend's list? I would've appreciate being friend's with you and that you took the time to coach me (if i was in his stead) allot. This shows allot on the difference of character between really good players and average players.

Correct me if I am wrong but so far I know conceding in this way should be against the TOS, at least in ranked mode. Otherwise to be honest I would not care that much if I chat a lot with the person and it is one of his last stars to reach legend for the first time and also that I am not within top 100 or close to it. From rank 1 to Legend has nothing to do with skill, its more a psychological thing when you do it for the first time. The next times are therefore pretty easy. Whoever reached rank 1 is good enough to reach Legend.
If it was my first time trying to get legend, i would never do that :) it's crazy. Now that i made it multiple times to legend, i guess i would consider it :)
