I think you have a good collection right now, but if you want a bost you really should go for the classic packs because the only legendary of GvG that see play nowadays it's Dr. Boom. With the dust you will get from the duplicates and golden cards you could easily craft him.

You don't buy packs for the chance of legendaries. 60 packs will get you 1-3 of them and 0 isn't outside normal range. And that's ANY of the legendaries.. and there's a lot of crap ones.
It's best to use boosters to fill out your common/rare cards and crafting to get the legendaries you need. As such GvG is your best bet. With 60 packs, you'll get a good bit of the remaining commons, a lot of the remaining rares, and probably some epics. You can then use the dust to just get whatever legendaries you want.
But don't get 60 classic packs to try to get classic legendaries. You won't feel happy with a mass of copy commons and Millhouse Manastorm.
If you are just after some dust to craft what you want it really makes no difference. If you are still missing some specific cards from the classic set it might be better to get these for the chance you will pick a card up. If not, then you are back to making informed crafting choices.
As Arena now only throws out GvG card packs (and I'm assuming that you do Arena) you are better off with the classic packs on the chance you get one of your missing legendarys. Out of all the cards released, the classic ones are still some of the best out there.
Thanks for advice :). I didnt buy packs yet, just think. I will try to run arena everyday from now on. my average win around 4-6 and stack up gold to maybe buy future expansion pack or adventure.

Also, If you are saving up money for a single wing (let's say) then you have anywhere from 200-700 gold, it is much quicker and more painless to just buy packs (you don't need to take ages drafting or playing arena.Then again if you can consistently get 5 wins in arena, then you might as well only do arena (then get gold from dailies if you can't infinite arena)
I start play HS before naxx came and never pay money into it.I think its time to buy some packs because only do daily quest and arena not enough

(Classic)I have all common, almost complete rare, half of epic and 5 legendary (Cho,Sylvanas,Jaraxxus,Greenskin,Onyxia)

The other reason it's that you're missing some top-tier legendaries like Tirion Fordring, Ysera and the good old Ragnaros the Firelord.
