Warsong Commander and Sword of Justice each apply a buff to a qualifying minion that is summoned. While you might quibble by what the word "summon" means, Sword of Justice treats minions brought to the field by virtue of another minion's battlecry as summoned for purposes of applying the Sword of Justice +1/+1 buff. However, Warsong Commander does not apply its charge buff to a minion with an attack of 3 or less that is brought to the field by virtue of another minion's battlecry. Given both cards use the same word, "summon", and assuming their text is correct then it seems to me either Sword of Justice is broken by applying a buff to minions it should not or Warsong Commander is broken and is not applying a buff to minions it should. In any event, Blizzard should fix one or the other.
I think the balance is good, but Warsong Commander should have the same wording as Hobgoblin to lessen confusion. So it probably say "Whenever you play a minion..."

I've assumed the card text for both cards is correct but if, as you say, they are working as intended then the Warsong Commander text is misleading and should be changed as you suggest.
Yeah, this is a major inconsistency and has been around way too long. Even cards that specifically say "summon" still don't get triggered by Warsong yet they trigger other summon cards. The wording for cards can be all over the place in HS and it really shouldn't be with such a small pool of cards.

Summon definitely means "bring into play somehow", you've probably seen Knife Juggler going off after all sorts of summons.
Same here, when Piloted Shredder, Sky Golem and Sneed's drop a random minion with Charge, it can attack immediatly during the turn.
