People want to try out new versions of their decks before going ranked, that includes zoo decks.
Try looking at it from the bright side, you'll face plenty of zoo in ranked, so if you want to test your new deck against things you'll actually face there zoo will be among them, as boring as they are.

And ran into two face hunters, which were straight from the new Face Hunter list on Hearthpwn
While not a large amount, certainly, it does beg the question: Why bother netdecking in casual when there's nothing to be gained from it beyond completing quests? I suppose that could be a reasonable argument, but at the same time I can't imagine why people wouldn't try to have fun... especially with the fresh release of TGT. Just curious.

I haven't had much issue with this, that is playing already popular decks. Though I wouldn't mind it, it allows me to test decks against the already established meta and make tunning choices that will hopefully work against that meta, and in effect, change it. (not by myself of course but as the community as a whole does this).
The deck might be something awesome, but if I'm playing it in Casual it's probably because I'm only just getting used to it and am not great at playing it yet and would prefer not to have to learn under the pressure of Ranked play.
I sometimes try constructed deck in casual to understand their strength, to see why they are powerful consistently. Then I build my own deck and play them in ranked, but ranked require a lot more fine tuning, like thinking about what you use depending on opponents. Also if I don't have much time to fine tune and play out control matches in high rank, I play constructed to do my quests or hit gold cap, since lot more noobs tend to play out of tune aggro deck in low rank/casual, it's very easy to play around them and get 10 minutes win.
I wonder if this problem will get better or worse with the new ladder changes. On one hand people will be more incentivised to play in ranked to improve their ladder position. On the other hand people will be scared to play in ranked without their very best decks (however they perceive that) in case they damage their ranking, so may turn to casual to complete quests for other classes.
So the OP has concluded that running a 'netdeck' in casual is not fun. I do play casual, with 'netdecks' and I find it to be 'fun'. Not sure why anyone would be inclined to play losing decks, but I won't make the same mistake and define 'fun' for other beyond myself. I would advise people who like certain types of matches to make friends and play them. In real PvP, even casual, it's still 'anything goes' so buyer beware.
Edit: I am actually running said netdeck because of TGT. 1, it keeps the expansion honest and 2, catch people napping with weak TGT decks and rack up quick wins.
Likely cause they are doing their dailies that is not the class/deck they are using in ranked. There does need to be a 'Fun mode' where there is zero rewards, so people can really go wild and crazy.
Well I can only speak for myself but to give you an idea...
Today I rerolled my quest and got: get 3 wins with a warrior. Nothing else. I don't play warrior, don't really like warrior yet I wanted to get my daily done and move on with ladder.
So at first I actually tried to have fun and created an enrage warrior deck just on my own. After going 0-2 I said "ok this is a waste of time, lets just get these 3 wins..." So I created a grim patron warrior deck (which was actually the first time I ever played one) and went 3-0. Probably frustrating to those who I was playing but sorry, I just wanted to get 3 wins quickly.
In addition to that I'm still trying to keep my rank somewhat high as I'm lvl 4 right now and going to try and make 1 final push towards legendary this weekend. Since I never play warrior I wouldn't take those games to ladder.
Again that's just 1 story but I can see why your frustrated with people do it.
No matter what "beginner mode" they'll introduce there will always be some carrion feeding on the feeble - that's sadly human nature - to get what you want with minimal effort not caring about the others. On the other hand that's what makes (at least a part of) humanity so strong :)

To a certain extent, I get this. But in a mode where people are far more likely to just play stupid shit, you won't truly test the deck because the competition is likely to be worse there, but also it's likely to be totally insane. It's just so varied that it's hard to reasonably test, in my opinion. When I do netdeck, I go straight into ranked and just learn, because my rank isn't as valuable to me as my experience. I go into ranked to play against decks I see a lot, I go into casual to play against decks I probably won't see everywhere and in turn play new decks myself. As my example goes, I wouldn't grab Face Hunter and go into casual mode, because to me it just seems silly... though considering Face Hunter is brainless, it's not really the best example as far as learning a deck goes.
Maybe I'm bothered more because it's giving me the impression that either these people aren't as excited to try stupid shit as I am, or they know people like me exist and want to prey on sub optimal decks with aggro decks with 2 new cards. Either way, it's not as though I'm upset, Just confused and a little bothered.

Because tryhards are grinding gold in casual i guess, that is really stupid, but they don't care about fun or testing stuff, just yolo-yolo-grind.

As someone who isn't amazing, I use decks from the inter webs in casual to test. I just like getting a feel for a deck before taking it to ranked
