I was fortunate to get him as my free legendary, and I had him in two arena decks. I've also been on the opposite side of it in arena.
To me, this card seems broken. It's evident that the design team put a good amount of time into making sure it works, but it can feel really frustrating when you are winning and Zephrys comes in and can cause you to lose instantly. It is the ultimate bailout card and feels disgusting to lose against.
In arena, having it can pretty much win you a match. If ahead, you can get some crazy powerful cards. I've used it in arena three times, I have gotten tirion on 10, Highmane on turn 5, and hex as a hunter which hit a 4/12 taunt. On the receiving end, it has frequently cleared my entire board. Yesterday someone played it and cleared a board of five minions by getting flamestrike. Also, I don't think its particularly difficult to make an arena deck with no or a low number of duplicates.
In constructed, it is the same. At least you can kinda play around it, but even so its still strong.
I think it might need a nerf, but I'm not sure how. Maybe increasing the mana cost by 1 or reducing it to 1/1 stats. Anyone else think this or different???
No I think its a fine card. In Arena, indeed it is very powerful but you have to adjust your deck to the card. Imagine if you are able to draft it when you already have duplicates. You take the risk to still draft it then? (Assuming the other legendaries options are good legendaries).
In Standard/Constructed you have to build your deck around that card (more or less, even some nonhighlander might run it). You pay for that by only having 1 copy of a card, and that can be huge. Your opponent knows which cards you have or which you dont (for example, against highlander mage you only have to play around 1 flamestrike, because you know he wont have a second one (not considering some card generation rng..)).
It's an amazingly balanced card. It rewards good decision making and knowledge of the game. When used by great players the card is insane. When used by your average Joe it's just a strong, fair card.

Ironically, after posting this, i just topdecked it in arena for another turn 10 Tirion.
