Priest, rogue and druid always seem to find a way to abuse these two cards for unfun wombo combos.
Some of priest's tools are disappearing, but they always seem to find a way to make it work. Same goes for the other two.
Blizzard is moving away from one turn kills, so why not simply hall of fame either one of these, or both?
I've often pondered on this question, and more often than not it comes to the realisation that the cards individually are not really that strong - it's the supporting synergy cards that make them appear so. For both cards, their strength lies in getting them onto the board and utilising their power before the opponent has a chance to react to them. Cards such as Radiant Elemental and the Resurrection spells / spellstone are prime candidates for this.
Both these cards existed for priest to use from the begi9nning of Hearthstone - and yet, Priest was considering nothing more than a joke class for the best part of the first year or two of the game, because cards such as Mind Blast were so terrible previously. At best, you could play Velen and MB together for a 10 damage burst - but priest had no real aggro tools to get to this reliably.
I have previously expressed a desire for Malygos to be relegated to the HoF, but at the same time I am well aware that in a vacuum, the card is average at best.
Malygos usually shows up when the meta is slow and when there is a lot of support to survive the midgame. It rarely plays a big role in the standard meta. I am pretty sure the rotation brings back some aggro decks to keep Malygos in check again. I am not an aggro player myself, but I am looking forward to aggro coming back for a healthy meta.
To the topic: i would expect Malygos to get HoF'ed eventually. It just restricts design space too much in the long run. Velen probably aint gonna happen, Mind Blast will sooner get HoF'ed before him, or at least nerfed.
I would rather hall of fame Mind blast than Velen.
Mind blast is a useless uninteractive card in a vaccum that is just constantly abused by synergy to OTK people down.
Velen is a fine card with a lot of depth, he is the victim of Mind blast.
And Malygos I definitely want to hall of fame, not because of its power level, but because Rogue will ALWAYS want to build something around Malygos, it's been 5 years now with different versions of Malygos Rogue, time to move on. In order to fix this you can nerf half the rogue set, or Hall of fame Malygos. Guess what ? They will nerf half the rogue classic set before stepping back. They already did this with warrior so it's not like I'm just speculating.
HoFing them will require replacement. You cannot just take two more legendaries from the classic set and don’t replace them. Especially Velen, which is after all class specific legendary (despite TS playing against Velen Druid and Rogue)

Those cards arent broken on its own. U need a setup for VanClief more than u think. Hyena needs at least 3 beasts to be fed into it. Antonidas is just bad on its own since u can only get 2/3 spells. Again these cards arent HoF material.

Because those two cards on their own are basically bad cards.
That's not the definition of a high priority HoF candidate.
If they wanted to stop them, they should simply stop printing support cards.

it's not as easy to OTK your opponent as you might think. With that attitude, you could ask for the removal of Inner Fire, Lady in White, Mecha'thun, Hakkar, the Soulflayer, Topsy Turvy, Uther of the Ebon Blade and a whole other bunch of cards. These combo decks are balanced or even weaker than the smorc decks.

Let's see if Unseen_Saboteur is a good counter card, as these OTK decks relies a lot on spells to keep their health/finish the OTK.

Apparently you can, did we see any replacement for Sylvanas Windrunner and Ragnaros?

I would wory more about Ziliax. If this is YGO it would be banned since its a card that is easily one slot in most decks.
