So the patch notes say "up to the maximum number of cards you could put in a deck, we will give you the full dust value... the dust will be automatically awarded upon log-in once the Year of the Dragon begins."

If I craft them all in golden now, does that mean I make them all for free? Or is it too late after this patch? Also will I still get the dust back on 1-2x golden copies if I have several regular ones?

It prioritises golden when giving you dust. If you own 2 goldens and 1/2 regular of a HoF card, you'll only get dust for the goldens. If you own 1 golden and 1/2 regulars, you'll get dust for the 1 golden and 1 regular.

So I recommend crafting any of the cards you are missing any copies of in gold, but not if you already own the regular (that is no better than having not crafted it), except for commons, where it's still economical to craft the goldens even if you own regulars.
