The name of the card, "Catrina Muerte", only legendaries have a noun proper as name

Named cards in Hearthstone are only Legendary cards (or weapons).
Don't forget, even Hearthstone created some characters that came afterwards in WoW (mostly as eastereggs)
I think you're onto something. It could possibly be a Sylvanas for priest, seeing as they like reprinting beloved mechanics into class cards (e.g. Ragnaros in mage with Janalai) and the theme for priest this expansion seems to be stealing everything from your opponent.

That twitter teaser probably all but confirms she'll be a legendary. If not for that I'd have said there's still a chance she could be a regular minion, like a Day of the Dead celebrator or something.
Fits the theme of all neutral legendaries being Legion NPC citizens.
