Looking at the top decks on https://hsreplay.net/meta/ it appears that Warlock and Druid are close in the biggest power level drop by the Year of the Mammoth Rotating out of standard.
The power drop for both classes appears to come from the departure of several control and sustain tools.
For Warlock he will lose strong control tools like Bloodreaver Gul'dan , Voidlord , Lesser Amethyst Spellstone , and Skull of the Man'ari . As well as many combo tools like Carnivorous Cube and the hall of famed Doomguard . Aside from Zoolock, which will maintain a strong grip on the standard meta, Control and Midrange-y Warlock decks will need serious help from the upcoming expansion to stay relevant.
Warlock has a decent base kit so they'll be fine in the long run. Druid and Priest both have pathetically weak base kits, and are losing all their power cards, so impres they really get good stuff in RoS they're gonna have a rough time. Warrior is losing the least
Every class will lose entire archetypes. I think we should be looking at what cards will remain for each class. Shaman for example, has many exciting Legendaries after the rotation and it will be interesting to see what can be made of the card pool. It will be a very exciting time post-rotation. An entirely new meta will be formed.
The clothies (Warlock, Priest, Mage) look to be hit hardest. Before HOF announcement, Mage might have been one of the more promising ones due to Odd Mage builds. Priest is down to steal cards or Inner Fire tricks, while Warlock will have to find a new zoo until a control-ish deck emerges.
Paladin has to find a new build other than OTK gimmicks. Might be a Hakkar build there too. Also might be mech/deathrattle potential.
Druid has aggro trees. Might become the next Odd Paladin aggro annoyance.
Warrior might be the survivor at the top, but like Mage, loses luster with Odd going away.
Hunter is questionable (has a hero and some synergies, but the best stuff left). But some are convinced it's vying with Warrior for most potential because Rastakhan cards were powerful.
Shaman might be on the rise. Great hero, Shudderwock, still has synergies for aggro or potential control. New Hagatha card looks promising. Could be the stealer of the expansion.
Rogue always takes a week or three to find the way back into the mix every expansion. Takes time for someone to discover the WTF deck. Only Priest is usually slower in finding the unicorn to ride.
And here's Old Guardian (Dat voice) giving a decent prediction. Worth a listen.
Wild: Might be an uptick in aggro with Rexxar Hunters and Odd Paladins continuing their thing until the Standard meta finds decks.
PS Kibler mentioned dragon mage might be a possibility with Kalecgos.

It's impossible to say which class will have the greatest power drop without knowing what they'll be receiving. This is pretty pointless speculation since we already know that EVERY class is losing multiple archetypes and key cards, and know nothing about what will come to replace them
Priest does get hit pretty hard but I think enough of the core will still be around to make Dragon Priest with Alex + double Mind Blast + Holy Fire work. And something with Divine Spirit + Inner Fire will always be a consideration in Priest, because for some reason that's not been nerfed yet either.

people are probably overestimating how bad Druid will be. Every other class loses a massive amount of power and Savage Roar is still a good way to kill people (especially since Whispering Woods + SOul of the Forest still works)
druid will have the hardest time for sure, but on the other side. druids can get also the most busted cards in the new set (all the ramp nervs, and all the armor gain and Ultimate Infestation is gone then) if some new Twinspell´s are just insane i can se druid rise realy fast (not like The Forest's Aid screw that Treant stuff its awful ).
Warlock is loosing a lot of aggro, tech cards and self-heals, too. Also losing a fair amount of defensive plays as well, so they are being hit fairly hard with the rotation.
Close second is either paladin or hunter for various reasons.
This is all moot until we see more of new cards. Yes, all classes are changing, we may also see equivalent new cards for what the old cards did (i.e. Walk the Plank replacing Vilespine Slayer).
Priest and Shaman will suffer too, but at least they received somewhat decent cards during 2018. Warlock only got crap that doesn't work (handbuff, discard, ...) and Doomguard gets HoF'd on top of that...

Anyone looking to play our favorite tree hugger in The year of the Dragon will have to play the age old Maly-druid or either Hakkar or Mechathun druid.

Priest loses just about everything. Warlock is hit really hard. Druid doesn't have too much to lose.

I had thought the answer to the question was very clearly "Paladin."
Even and Odd Paladin will, of course, be gone. Righteous Protector, Divine Favor, Sunkeeper Tarim and Spikeridged Steed are huge losses for various decks.
That said, everyone loses a bunch. I'm looking forward to the rotation!

I don't think that's correct.... the OP listed quite a few huge losses for druid in the first post.

Paladin, Hunter, Druid, and Warlock are devastated. Hunter is really going to drop like a rock because all of the spell hunter stuff is rotating out.
