Why would you run it in a Mecha'thun deck? You can only play Nomi once your deck is empty, and in Mecha'thun decks, once your deck is empty, you just play the combo to instantly win. There's literally no reason to ever run Nomi alongside Mecha'thun.
Mecha'thun decks don't need a 2nd win condition. After your deck is empty you just try to pull off the Mecha'thun combo and win the game, not play a board of 6/6's.
Nomi is not a card you can just build a deck around. Playing Nomi once your deck is empty does not guarantee a win. So that leaves it as a last ditch effort in a control deck, something you have to try and finish off the game in long games that go down to fatique. That means that in all other games it's a pretty dead card or at best an inferiorly statted card.
I think there's a chance Chef Nomi could end up really strong actually. Probably in a Myra's Unstable Element rogue deck. A rogue that can cast Chef Nomi and then shadowstep x2 to cast it two additional times for just 5 mana each time will be extremely powerful. Think about it, what spells that will still be in standard can deal with a board of 6/6's? The only ones I see are Twisting Nether for warlock, Mass Hysteria for priest, equality combos for paladin, Hagatha's Scheme if it's been upgraded enough, and brawl for warrior. So, to be fair, that is five answers for five different classes. But even if you clear the first wave there will be two more incoming, and a single wave left unanswered will most likely spell defeat as that's a lot of damage on board. The key will be in if there's a way for rogue to reach that state of the game reliably.

It's a good card in a vacuum. The problem is you can't play it until you have drawn every single card and takes up deck/hand space until that point, making your deck less consistent.
The card will be great to get off of Arch-Thief Rafaam/Face Collector battlecries and Weaponized Pinata's deathrattle as a late-game value play, but this isn't a card you want to include in your deck, let alone build around.
For reference, Dragoncaller Alanna is a very similar card that sees no play in the control variant of Odd Mage and is a flex pick in Big Spell. Despite being easier to activate than Nomi, Alanna still doesn't see much play.
Edit: I see some people suggesting it as a late-game finisher for Tempo Rogue, which I'm sure it will see experimentation in. This could make Chef Nomi work, but time will tell.

It's a good tech card for the specialist format if you face a mill deck or a control deck that can lead you to fatigue.
