This is actually not that bad of a suggestion. But looking it up from a corporate point of view - it will never happen. There is no point of them to give casual players more reasons NOT to pay any cent for the game.
But I really like the idea tho.

Why would blizzard ever do this? People would just play casual like it’s ladder and never pay a cent. It’s a nice thought, but that’s a pretty substantial downside from a business point of view

I do care about the game and the community, i think that you should have the same interest.. and so is Blizzard,
they can surely make more money by applying this suggestion.

Not only do Blizzard no longer have any revenue stream, they also piss off all the people who have over the years spent a lot of money on the game in order to obtain cards.
If I could play casual with a full collection then what incentive would I have to buy things? I've already reached legend countless times so ladder has very little incentive over casual for me, so if I could play play casual with a full collection I would drop ranked in an instant and quite paying money into the game. From a business standpoint that would be an absolutely terrible decision.
Believe or not, part of the fun is not having a full collection. Playing with a full collection (against others with full collections) get boring fast.
1) Because there is no incentive for anyone to play different decks or experiment when everyone has full collection. Would anyone even play a tier 2 or lower deck when they will always face same tier 1 decks?
2) There is an incentive to play to acquire more cards. Once that incentive is gone, there is little reason to play. I made a f2p account because I have more fun experimenting and trying to build a useful deck and collecting cards again. Then having fun playing with the new card(s). When you have a full collection, you don't get that experience of "trying" out the new card you just unpacked. You just netdeck.
3) As people mentioned, there would be no reason to play ranked. Or buy packs and then game would die.
Well, I play almost exclusively Casual with a full collection so that would mean I wouldn't spend like 600 € or so per year on HS. Without any alternative way to bring in revenue that will never happen since Blizzard/Activision/Tencent is a company. For example maybe crowdfunding could work, but they will only do it if it brings in more money for them and that seems still very unlikely unfortunately.
Blizzard should try this suggestion, it might recover the sad status of Hearthstone.
I don't see a downside, besides maybe less players on ladder - if that happen they can limit the number of games with full collection.
As much as I'd love that, I doubt they would ever do it.
Suggestion: hearthstones ( and blizzard ) isnt run on hopes and dreams, pay for the f-ing game if you want to play it fully

I actually like collecting stuff, being happy to unlock certain (memey) cards, so I wouldn't like this as a player.

This is silly. By a "Full Collection" you mean every card blizzard has released to date? How in the fuck is that casual?

All this game needs is a mode with zero rewards (gold) with match-making inline with the level of deck you are playing. Tru ~casual

The idea is good only for people who can not afford another netdeck. There are enough pests in casual already, do not need to bring more.
I once suggested having a full-collection Tavern Brawl. Turns out even that was too much for some of the Fan Boy$.
