Enjoying Americans winning in the Olympics is forbidden because it is political. A 14 plus page discussion of state-sponsored lawsuits against a multi-national corporation based on harassment, discrimination, and wrongful death allegations is apparently not political enough to raise an issue.
Apparently, the answer to this question was "Yes."
Moving them to HoF doesn’t mean they were a problem. Just a proactive move to ensure a more fresh meta in the new year
That absolutely means they were a problem. If they're afraid that two cards they created will warp the entire meta around them for another year to come, that doesn't seem like a problem to you?

What are you hoping for? 30 different archetypes reigning equally? That will never happen. A few will always pull ahead, and as a result, be played the most. Does that mean the top dogs are “a problem”? No, of course not. The top 8 decks last month were all within 1.5% win rate, that’s pretty good.
That being said, HoF’ing these top types to ensure new types pull ahead is a great great move, so I’m all for it.

We just have different definitions of “a problem” in that case. We’ve seen several times in the past top performing archetypes surviving a rotation. Archetypes staying for the full 2 years they are in rotation doesn’t constitute a problem in my book.
For me, problematic decks are decks that are considerably more powerful than the rest. That, Baku/Genn decks proveably weren’t, when looking at statistics from standard the previous months.
The HoF of these cards speaks much more to a desire to have more oftenly refreshed meta, than that 2 cards were “a problem”
