I thought the original portrait was overly sexualized, so I am in favor of the change. Suggestiveness is classier than semi-nudity. I don't play WoW, but I have read that the Jaina character was known for her wisdom, courage, and history of struggles, and her looks were secondary.
Full disclosure: I'm a gay man, and cleavage doesn't do that much for me. Another personal bias is that I think both men and women should dress modestly in public, like buttoned-to-the-top modest. (Edit, yes my avatar is Lucy Heartfilia, and yes I hate how she is dressed in the anime/manga even though I like her.)
Of course, there is a lot of idealization in fantasy art, for both men and women. As many have pointed out, several of the male portraits have pictures hyper-muscular half-naked fantasy humanoid men.
Blizzard should directly address the censorship of the portrait. I would like to know the reasoning. Had they received complaints? Did they foresee a future problem? Are they going to be stricter about sexiness in future art releases?

In the real world no one cares about your "modesty". People dress exactly how they want and are comfortable. Your opinion on what anyone wears in public is just about as important as other's opinion on what you do in private.
About the art change, it's not puritanism, obviously.
It's sheer appeasement of as vast a market as possible, which is understandable.
We will keep playing the game anyway, and we don't need Jaina's cleavage (we can get more elsewhere), while some other communities may be offended by it, or find it simply inappropriate, especially since she's the introductory character of a new player.
If we judge it honestly, it is a change towards neutrality. We may like it or not, but there's no scandal here.
When I was a teenager, Blizzard used to be one of the coolest videogame companies out there. Do you know why, people? (I'm pretty sure you do ;)) Because they did not care about the conventional public, they did not mind selling their products to everyone, they cared only about true gamers, those who by then had very different tastes from those of the majority of society and were completely loyal to this kind of companies just for "thinking" about their "needs". But time passed and things changed... Suddenly being a gamer was no longer seen as something uncommon and the practice of playing videogames became incredibly massive. While I (and many others) welcomed this change with joy, not everything turned perfect. Many videogames companies, like Blizzard, started to forget what made them great in the first place. That thing was being loyal to their customers and not trying to please everyone. What happened with Jaina's artwork is just one of many, many examples about this, and the reason why Blizzard will fall sooner or later and be forgotten (if they don't change their mind). You can call me "doomsayer" or whatever you want, but it is the truth.
I value loyalty above all else (that was why I didn't like the scene where Ramsay kills Roose Bolton, his father :P) and with good reason, because it is the foundation of every good relationship and what makes a person great is not the quantity of friends he has, but the quality. The same thing happens with a company and its customers: better "few" and trully loyal (of course, I'm not talking about fanboys, those are just mad fanatics :P), than many, who from one day to the other can turn their back on you for any reason. Having all the money in the world during just one day is really not worthy when you are inevitable going to lose everything the next one. ;)
Blizzard and many other videogame companies (like, for example, Square Enix) are digging their own grave.
I'm already kinda tired with all this sensitivity from random minorities (homosexuals/feminists/afroamericans). Like we're living in the society where it's doesn't even matter anymore (most of the people dont even look at such things), but no.. We are offended by how big Jainas tits are - hide it or we will sue you! It's funny and sad at the same time...
