They do damage hearthstone,especially the wild mode, as more cards will be printed out, the more damage they will do to the game,because players will feel less restrictions for them as there will be a greater pool of cards to choose from.Same can be said for no duplicate mechanic,however no duplicate can be countered with cards like Dirty Rat or Deathlord .I think the real problem here is start of game mechanic,because you cannot counter it. I fear at this rate,every deck(especially in wild) will turn to Genn/Baku decks to stay competitive as more cards will be printed.
What Blizzard needs to do is get rid of start of game mechanic.It is absurd that you get a 6 mana legendarys effect ( Justicar Trueheart which i admit,is not the strongest legendary but still...) from start of the game with limitations that are just going to be reduced as more cards will be printed out.
Blizzard right now tries to nerf these cards by changing normal power-leveled cards from odd to even or vice versa,however these changes do not adress the real problem.

I would nerf Genn and Baku to as long as they are in the deck: so when you draw Genn or Baku, your Hero-Power should return to normal. But to answer the question: yes, they are damaging Hearthstone. It's not like Reno where all decks in the future will be Highlander decks, simply because consistency is important too; yet Odd and Even does simply provide too much benefit for it's cost.

The current builds of Even Paladin feature no cards that have synergy with the 1/1's. How valuable is a one-mana 1/1? Stats show Trump's Midrange Paladin, which runs C2A, Lynessa, and the DK to be just as good, if not better. And Even Paladin is losing Equality which was useful to combo with Avenging Wrath for lethal. It too is taking a hit. Finally there is Even Warlock, which can tap on one and two and play a giant on three when it has the coin. The Warlock HP is probably the strongest in the game, so reducing it's cost could potentially tip it over the edge. But Even Warlock has never been oppressive. It kind of just rolls over and dies against aggressive Hunters, for example. And after rotation comes, it may disappear altogether as many of it's core cards are going away.
Baku is trickier. The upgraded HP is strong in at least three classes. And after the nerfs, I expect Odd Mage in it's Secret and/or Control form to be a thing. So let's say four. Hero Powering shouldn't be a cornerstone to a deck, so I think Baku is a more concerning card than Genn. Only one of these decks is actually Tier 1 (Odd Paladin). Odd Warrior is only good against aggressive decks, but it's bad matchups are mega bad. Odd Rogue will still be a thing, but it's taking a hit too. We don't know how good the Odd Mage decks will be.

Yes, there is a wider pool of cards, but the discounted/upgraded hero powers are pale in comparison to the general power level of the best Wild decks. There is no Even Paladin in the Wild. And even if the combo doesn't come off right away, Aggro Paladin has so many other good tools - sticky minions like Minibot, Egg, and Creeper are difficult for many classes to deal with.
More importantly - it's Wild. Which has NEVER been balanced, and NEVER will be balanced. People said just nerf NSW-Giants and Wild will be great. And then SAD came along. Nerf that. Fine. Probably they're gonna be less powerful after rotstion. The problem isnthat we have a big pool of cards, so we have lots of options to choose. With four sets, there will be 270 less cards, and the power level of Rastakhan, Boomsday and Witchwood is lower that the previous sets. But yes, right now they're a problem (specially Baku the Mooneater).

My guess is when these 2 powerhouse rotates in 2020, 2019 cards will be underpowered. Based on the latest 2 expansions, new cards didn't see much play. Printing them damaged the designers creative space in my opinion.

Genn and Baku where a mistake. They will be nerfed, soon or later, maybe next year before the will be throwed in wild.
One solution is to make them Battlecry effects and change their stat: this will distroy a lot of deck, but it's necessary.
Another solution is "your hero power is more powerfull until you use it/until you have 4-5 mana crystals" or something like this.
