He's a rogue in the WoW TCG, which isn't exactly the same thing. Classes of characters in WoW aren't as clear cut as they are in HS. For example, Medivh's hero power animation is that of a warlock spell because he is dual class outside of HS; Tyrande is a dual class hunter/priest; etc. It's probably too much of a pain to directly translate characters into HS in a consistent manner
And to answer your question, he wouldn't be OP in rogue, he would be worse. There's a bunch of hunter spells that proactively puts things on board. This turns the battlecry into something like DK Gu'Dan's. In any other class, the battlecry would draw some cards and clear some minions at best
Make a minion-based Rogue with Sinister Strike and Headcrack as your main spells. You could also throw in some spells that only hit enemies, like Sap, Assassinate, Betrayal. Maybe use Valeera the Hollow to help you duplicate spells easier. Bam, Zul'jin becomes one big damage burst to the face.
Would it be broken? Maybe, maybe not. Would it be the most hated deck in the game? Absolutely.
One could actually argue he is a Druid, since he acquired his shapeshifting abilities (Zul Aman raid).
It's just impossible to label every character within one class.
Nah, Zul'jin never shapeshifted. Malacrass bound some loa spirits to Zul'jin so that other troll warriors could use their power, but he never used other forms. I'd argue he's more warrior than anything else. Hunter and rogue also fit him, but he's very berserker-ish.

Yeah, I expressed myself badly. What I was trying to say was that he only ever transformed when Malacrass bound the spirits to him. Before that happened, he was only an axe thrower, and there are no records of him ever showing any supernatural or magical ability.
Zuljin is an axe thrower. That's hunter in Hearthstone and WOW.
He would be bad in rogue as rogue plays too many Burns and Buffs that are bad if targeted randomly. He'd be good in Warrior, Druid, and Paladin though.

He's a shadow hunter and a warrior in lore. Not a rogue.
