I've tried including him in decks that run just enough targeted spells and tried building around him completely, and he's always felt not very good to me. He just dies too easily, so you're unlikely to get any value beyond the turn you summon him.
I've been experimenting with a Quest/Evolve Shaman deck (link to my list here), where he can quickly ramp your entire board into powerful minions that your opponent will struggle to deal with. In a deck like that (i.e. where Zentimo is a build-around card), he can be very strong. But he's obviously susceptible to single target removal and an easily-removed "soft taunt" if you have no other taunts on the board.
I don't really play much Shaman, but I probably wouldn't include him unless he were a key component of my deck's strategy.
I think Electra is better. Zentimo can be good, but is too situational. You shouldn't be building around a legendary in Shaman. Not enough draw.
Electra lets you do whatever you were already going to do, but moar!
Krag'wa is kind of in this category, too. Burn a few spells to gain an advantage, then get them back. Profit. This is the better Shaman legendary from RR. Still not critical, though
Made legend on a friend's account with this. It needs some re-teching after the nerfs. The nerf of Chain gang hurts but this deck should be overall more powerful now because other decks lost more. Zentimo is one of the core cards in the deck and contributes to a lot of the wins. I think Zentimo + Unstable evolution is good enough to be a carrying package in other shaman decks too
When he works, he looks fantastic. Like triple Hexing the enemy board. Triple Earth Mighting your own.
It's pretty unlikely that he'll stay on the board for more than a turn. But depending on what he does, it can be enough to turn the tide of the game and that's good enough. Dreampetal Florist is another example. It just needs to do one thing and then it can die, but if it manages to live, great bonus.
Zentimo/Krag'wa will probably get more support later on, hopefully.

I just got him in a pack, can't say I will use him just now. He might become OP further down the line with the right support though.

You shouldn't build your deck around a 3 mana 1/3 soft taunt which your opponent WILL remove with ease on the following turn, especially in a class which has no access to any card draw at all (Mana Tide Totem or Far Sight are just cycle engines, same goes for Elementary Reaction. Also, all of the Overload-cards are bad in conjunction with Zentimo since there is no way to clear the locked crystals or come back in case your opponent is able to answer your board state.

Not good enough imo. If, as you said, you don't play shaman all that much, don't bother, you'd probably be wasting your dust.

Do you get triple overload after casting spells with zentimo?
Yes he overloads X3 if you cast and hit 3 different targets with something like a lightning bolt
Not great, but with a few more spells maybe.
Not sure if it's any good now with Control/OTK Shaman nearly unplayable, but it may become viable after next rotate.
The problem with him is it's odd.
