Don't know if he's useless but you should disenchant anyways. You will get the full dust value because of the nerf so even if it turns out that he's still playable you can always re-enchant him later.
Yes you should. Keep in mind that he would have rotated to wild in ~2 months anyway. If he turns out to still be playable until then or if you want to play him in wild for some reason you can always recraft him.
If you're planning on picking up the mammoth pack, I would DE patches first as it gives you a chance at getting him (and then DE'ing him) for a second time which is kind of like getting a free legendary of your choice!

ALWAYS dust nerfed cards, you can craft them later if you so desire. The full dust is more valuable then the card, and you are at no risk of losing the dust.

You lose nothing as you get the full refund. If there should be any scenario where he is still useful, just craft him again.

You should keep it only if you plan to play Wild with ship's cannon and the likes.
And even then, you can simply disenchant now for full dust, and craft it later if you see that he survives.
If you plan to stick to Standard, now is the right time to get rid of the ol' chap.
I will be DE Patches on my F2P account for sure. It will be much needed dust for a few decks I'm trying to craft, and I never used Patches anyways
