After looking at some mid-budget Mill Rogue decks, I made a few modifications to one that loos promising. Any advice (other than adding legendaries because I don't have the dust right now) would be awesome!
I'll be honest, you'll either want N'Zoth + Sludge Belcher to get some lasting power, or a Kingsbane package to get healing and removal. Without either, not to mention Valeera the Hollow, this deck is going to be weak. If you still want to run it, I'd add Sludge Belchers, Youthful Brewmasters, and another Doomsayer, and I'd probably drop Shadowcaster and Loot Hoarder, as well as Elven Minstrel. Without Kingsbane, you don't want to draw through your deck too quickly, since you need to have a 4+ card deck advantage to mill them successfully. Consider adding Shadowblade to prevent your own fatigue damage.
The logic of Shadowcaster was to get a cheap Oracle or Healbot. I could replace Shadowcaster and Loot Hoarder with two Sledgebeltcher I suppose.

Makes sense. I’ll try the aforementioned changes and see how it goes. I usually bounce between ranks 15-10 plus a bunch of casual, so I’m not trying to make a super amazing deck, just something that’s fun and viable at those ranks. Thanks!
Instead of a shadowcaster, add in a violet illusionist. It’s incredibly underutilized and can be used for kill combos when you’re behind in health (which is all the time, since you’re rogue). It’s also pretty cheap. Sludge belchers are also just much more powerful than cheat death, which is, imo, mediocre and doesn’t fit in well in a mill deck.
You need Betrayalx2, that's for 2nd type of decks that wrecks mill : giants. This card is just amazing and saved my life some times even against non giant decks (no one thinks of placement when he faces a rogue ^^). Combined with Sap it can clear a board.
And also Evasion after some tests is way more useful as trap then Cheat Death.
I simply replaced a cheat day with betrayal, removed lost hoarder and shadow caster and added two sludge beltchers and have been doing well, even a win against a raza priest :) good for a budget mill. Thanks all!

I think it's better to go for cheaper bouncing effects instead of Shadowcaster, as you don't care too much about the bodies.
Like what? I’m not sure what I mean by bouncing effects?

The problem with budget Mill rogue is that you have only one plan, win by fatigue, thus you loose to every agro deck...
I suggest adding at least the N'Zoth package : Sludge Belcher x2 + N'Zoth, the Corruptor

Fal'dorei Strider can be an other win condition and a target for Shadowstep and Gang Up
