No new mechanic that specifically synergizes with anything else in the expansion

Their powerlevel is dependent on practical implications rather than their hypothetical one
Have to be easily accessable (i.e. being a common or a rare)
Both of Alleycat and Bonemare fulfill these requirements perfectly. Its not an universally defined terminology but the entire point of something 'filling out a pack' is to provide substance for the rest of the things in the pack. That means they can't be overly flashy, in most cases they are there to be bad from a traditional TCG perspective (albeit this being a digital CCG instead imposes some differences so the general rule of 'they have to be bad' is one that I have removed from my list of required defintions).
Another way to phrase it is like this... since Lakkari Sacrifice was designed to be an interesting but not top-end competitive deck, does that make that card a pack filler? I'd say no because it doesn't fulfill any of the criteria that I listed where as others simply states that "anything that isn't powerful or seen being played by professional players is a pack filler" which... makes it a popularistic term rather than anything with an actual purpose to it.
Alleycat is the first 1 mana summon two 1/1s, so I wouldn't say that it the effect was overused or anything of the sort. Same goes with Bonemare, sure it's somewhat similar to Defender of Argus but works very differently in that it's more expensive, doesn't care about positioning and has a stronger effect. Just because a card isn't fancy and complicated doesn't make it filler like a 3 mana 4/3 with taunt, which doesn't introduce any new effects or mechanics to the game.

Wow, I completely forgot about that somehow :P Still, both of these cards being class cards and Alleycat having the beast tag make them very different in usage: While living roots was often just early removal or presence for slower druids, Alleycat made Hunter a lot stronger because it got a 1-drop sticky beast that would often leave at least something to be buffed next turn with Crackling Razormaw.

Even the 7 Mana 3/3 that everyone is referring to as a pack fillers I don't view as a pack fillers and I actually think it's a very interesting card that can be built around, especially with one of the strongest cards in the game being an 8 drop. So I don't think it's a pack filler...

1. So far its like what... 25 cards that has been revealed? Sure be hyped for the expansion but don't be hyped over something which doesn't make sense to be hyped for since...
2. ... filler cards are necessary for expansions. You need the arena cards of varying qualities and to test out certain mechanics to see if they work or do not. Something like Hired Gun is a filler card yet it is one heck of an arena card. Murloc Tinyfin, Bog Creeper, Alleycat, etc. could all easily be qualified as filler cards. Being a 'filler' card is used as a negative yet they are sometimes some of the best cards from an expansion.
3. It has a negative tone to it yes but... in reality, there's nothing wrong with a 'filler' card since that just means they fulfill a different purpose than to be seen every single match. Some cards are designed intentionally to be powerful Drakonid Operative for an example where as other cards like Bonemare that are just filler cards, all of a sudden appear everywhere.
It doesn't mean anything bad or wrong to be a 'filler' card so... be hyped for the expansion but may I suggest not thinking about cards in terms of being 'fillers'? They usually just fulfill a different role than what you are thinking about that they fulfill! ^^'

Don't cards have to be almost 100% outclassed by better alternatives to be fillers? Something like wisp, where you have faction variants available?
Other cards fit to be called filler cards those with no text or basic keywords where there are already alternatives at a higher power level, like friendly bartender or squirming tentacle.
Just being under powered is not enough - cards with a mechanic (any mechanic, even those that are bad but could be better in the future) are generally not fillers unless you can point to examples of cards with roughly the same combination of mechanics - and it is outclassed by such cards.
Cards can always make a comeback with new sets - look what this set is doing for Blingtron 3000 with the druid weapon.
Also, fillers serve an important role in steadying the baseline power level of random get a card effects. when you can get either a 6 mana 1/1 or a 6 mana highmane - having 6 mana fillers helps steady the swings in your RNG outcomes.
Well no shit, why would a pack filler card be included in the first 2-3 rounds of reveals? (the 5 mana Recruit minion is sort of filler though lets be honest). I don't know if you're relatively new but this is the case with every expansion.
EDIT: This expansion has actually been pretty poor to start out, a bit like Whispers of the Old Gods when they focused on the 'corrupted' cards. This is thanks to the boring legendary weapons, spellstones and Dragon Priest stuff
I honestly would like to see it made viable, but for that we would need some Drakonoid OP level of additions (i.e. purposefully making OP cards to push a viable archtype).
Feral Gibberer may end up more powerful than we think. We don't know yet if buffs copy to your hand. If you can get one to stick, use Spikeridge on it and go face, and the buff copies... !!!
Unlikely? Of course! Being a 1/1 it may very well die as soon as it hits the board. But even if you play it and cast Spikeridge right away on your turn 7 (6 w/coin) and it takes a little damage, say you get a 1 mana 3/4 taunt with the Spikeridge deathrattle in your hand. I would call that major value!
It was already confirmed that buffs do not stick. Regardless, there isn't even a card in the game that keeps buffs when returned to hand, unless it otherwise states it, but no card like that exists..

Pack fillers are usually revealed during the dump at the end, not at the beginning when they're building hype.
There may be cards you don't like, and there are certainly some bad cards in the mix, but "bad" isn't the same as "filler."
Worgen Greaser is a filler. We have yet to see anything so utterly bland and useless in K+C.
Blizzard doesn't preview filler cards until the final dump. Why on Earth would they?

Dust does not burn a hole in the jar. Be careful what you craft, especially before and right after a rotation.
Theres always gonna be a few that's ultimately for those token-type of cards that allow you to draw a card not from your deck... or evolve shamans.
Im certain that the the last 30-40 cards to be dumped on the last day of reveal are the fillers...

I agree. Powerlevel really has gone up for this expansion, so no real fillers, just a few that.. even then, are situational.
I guess I’m hyped? No strong new mechanism, but very strong cards to compensate.
I don’t think dump will be bad either, there are still many neutral dragons missing...
