INFERNO!, Siphon Life and Soul Tap. Voidform is broken that's why I don't want to say it's best. The best hero power must be powerful but still inside the borders of balanced. Inferno is not balanced but you get drawback with it because your hero has 15 health.
Depends on the deck your playing and what state the game is in, I can't really say that Voidform is strictly better than INFERNO! or Siphon Life. I suppose for just strict raw value INFERNO! though
Are we talking about best or are we talking about coolest? The most interesting is build-a-beast, best in a vacuum is probably infernal or die, insect, best considering the cost it takes to get it is probably plague lord or void form.
I believe Siphon Life is stronger than INFERNO! because the damage is immediate, and in a way equal because it's a 6 point damage swing. Siphon Life has won so many games at the brink of death because of that lifesteal. Also, Jaraxxus doesn't immediate impact the board, while Bloodreaver immediately summons demons and gives 5 armor, regardles of life total. There are many situations where Jaraxxus is hard to play if the opponent can potentially deal 15 damage, which happens quite often. Gul'Dan is much easier to play from hand because of the board presence and the armor, and so I give the nod to Siphon Life over INFERNO!, and also over DIE, INSECT! because of the same reason (too difficult to obtain the hero power in relation to Siphon Life).

Build-A-Beast while variable due to luck can be the strongest for me with that infinite value, though it's quite grand whenever it fails me XD; given me enough wins to see how good it is though, especially after easily out valuing 4 Kazakus potions and a sealed Un'goro pack. Icy Touch even without the permanent lifesteal effect would be second because of the huge value and relative ease in spamming water elementals, would call it among DK powers and all in general with its consistency only able to lose to a very long chain of good Build-A-Beast rolls. At 3rd place i'd put INFERNO!, simply strong, very good class synergies such as with shadowflame and is great with a fencing master into the Jaraxxus next turn.
Rogues, mages and druids need to one more power to keep up with the other classes XD.
Just curious as to how the public ranks alternate hero powers. I didn't specify how powers modify or adjust with cards such as Raza the Chained, Prophet Velen, Auctionmaster Beardo, Ice Walker, Auchenai Soulpriest, Embrace the Shadow, Steamwheedle Sniper, Coldarra Drake, Garrison Commander and Wilfred Fizzlebang.
Voted Voidform but it's close between that and Siphon Life.

That's difficult. I'd say the top 3 for me are Voidform, DIE INSECT and Inferno! honorable mention: The Four Horsemen, Tank Up! and Siphon Life.
Hm, I would have voted for Icy Touch ... if there had been an option for it.

Voidform is only good because of Raza. Inferno hands down.

I went for Inferno. Less random than Die, Insect! and still produce great value, even if it is a little slower.
People who refuses to play aggro out of principle are even worse than people who play exclusively aggro.
One should seek to become a complete player and play all archetypes, including ones that he despises for whatever irrational reasons.

Build a beast is such an original concept that i wish the guy that designed that hero powerwas in charge of hearthstone as a whole.
soo...in a vaccum? no deck, just hero power vs hero power? no contest, zombeasts win every time. unless you start at 2 mana, then it's jaraxxus.
