At first, I was really disappointed that I had unpacked both Shadowreaper Anduin and Archbishop Benedictus but I am having a lot of fun laddering with both of them in my Deathrattle Highlander deck. The deck is so fun I'm now debating crafting Awaken the Makers for it.
Quite a few times Archbishop Benedictus has saved me when I've stalled to the point of fatigue. So it's not an aggro-fast deck by any means, so don't expect to grind to legend quickly with it.
I'm not a pro, just an average-joe sharing his experience with it. Take it for what it's worth.
If you can't hit legend playing jade druid you'll probably be very frustrated playing any form of highlander deck.
There is a lot of strong decks still forming in the new meta and while highlander priest is one of them it can be a very difficult and tedious deck to play.
When it curves badly you get beat badly. Eg: agro decks against a slow Mulligan or freeze/exodus mage that get iceblock out early into their card draw cycle.
If you don't have much experience with priest and/or combo decks it will be an uphill learning experience.
That said to answer the question you most certainly can hit legendary with highlander priest.

I only have enough dust right now for three legendaries though, so I don't know. I still need/want Bloodreaver Gul'dan, Uther of the Ebon Blade, and Frost Lich Jaina .
