I must have been wrong, as I had a friend new to the game and told him it would be easy in the beginning, but is struggling to win in the very first ranks of 25, 24, etc.
I was under the impression that you can't lose stars in the ranks of 25-21, but yet there are these crazy meta decks at rank 24, 23, 22, etc. How are those guys able to farm the lowbie ranks if even conceding can't bounce them lower?
You can't lose stars, but people with full collections could be there after the monthly season reset, especially if they didn't play much the past month and ended at rank 20. So, it isn't being exploited, and there are probably basic decks mixed in with some meta decks (or decks that have SOME of the cards but not all of them).
A basic mage deck can get through ranks 25 to 20. I did it myself a few months ago on an alternate account. But, I did still lose some games, even with having a year of playing under my belt (from my main account).

For instance, I thought, well maybe he just sucks and doesn't know the mechanics.
But then we were hanging out and i watched a few games of his:
@rank 24: full Kun-Aviana ramp druid, and another crazy full n'zoth deck with sylvanas, etc..
@rank 23: full patches-pirate warrior (I realize the pirate cards are relatively cheap to acquire, but still, maybe just bad timing?)
Once these dudes win a few games, they will be gone, but then more keep coming, how is that possible?
Should I have him play unranked, but then without the ladder, you could probably see even more meta shit, or does the system account for him being brand new with just the basic set??
If he plays unranked, I think the system will match him with other new players (as that is what Ben Brode recently confirmed). Check out the recent news/posts regarding Ben Brode and Team Five. So, that might be a better area for him initially, especially if he is getting burned by the ladder.
Eventually, after so many wins, then he should start matching up with regular players.

"Resetting MMR-ladder" is simply not a good idea.

Because new players burn out when they face too good decks. They want more cards when other new players have a couple, even a legendary -- Not when they get raped.

Yes. Even from 20 you aren't droping to 25 zero stars in 1 month. And you need to be the worst player to stuck in rank 20 with meta deck.
Anyway - I guess that in 21-25 he will have at least 70-75% matches against new players, and the ladder is playable for new players until around rank 15-18 (at the end of the month). But he should probably play in unranked if he wants to win, and with the basic collection he can easily forge better deck than the basic decks (I forged arena style mage, and easily took it to rank 17).

- how long does one need to be inactive to be bumped into the 25-21 bracket? I just assumed all non-newbies remained at 20 or higher indefinitely?
If a player ends at rank 20, the next month, they will be Rank 23 with 1 star. If they don't play Hearthstone the following month, then they would be reset to Rank 25 with 2 stars. Unlikely, since most players do play to get the monthly cardback, but that means you could be encountering a lot meta decks at rank 23, especially early in the season.

The best line of play, is to play casual at rank 25 till almost the end of the month. Then you quickly rank up to 20 to get the cardback, and fall back to rank 23, and stick to casual gaming all month ( until the last days). In this way, you'll be far more likely to get evenly matched. The moment you hit rank 20, the new player experience is over, and you're being a victim of farming. This is when a lot of the new player retires the game.
if you understand how the game mechanic works, and know you're meta, and are good at decision making, you might be able to climb the ladder, however a player who's played less then 100 games rarely has this knowledge or skill.
since you're not getting any real reward for playing ladder, I would stick to casual.
