I think one of the reasons Whispers of the Old Gods was so much fun, was that everyone had access to C'thun. With a few packs and some cheap crafting, it was easy make a budget C'thun deck that could win games- sometimes. I think every set should have a free legendary, to help define the meta, at least at the low ranks of ladder and casual.
With this current set, I think giving everyone Patches would be a good choice for free legendary. It fits in a wide variety of decks, and surely you could make some budget pirate deck for nearly any class.
Alternatively, Noggenfogger would be a great choice. Not only does his flavor and lore make him the central figure of Gadgetzan, there are mechanical reasons to give him to everyone. His effect is so difficult to utilize, it probably best works in budget decks and noob decks, who rely less on combos and more on disruption and risky plays to occasionally achieve victory.
They could let you chose one faction at the start of the expansion and give you the tri-class card of that faction.
That would've been a really fun promotional idea. I really wonder if by doing such promotions they "lose" money. I imagine they'd get more by attracting more players to the game (as people would be talking about such a promotion etc.)
I guess maybe the answer is it didn't work as well as they wanted for the WotOG launch (with C'Thun being offered for free). Otherwise it seems like it was a missed opportunity.
Anyway, I'd say Blizzard should do what they think is best economically for them. It would be nice to get a free legendary, but I understand that not all things can be free :)
Oh yeah, choosing one of the Tri-Class legendaries would have been really neat. Those missions had this whole "Don't you want to join the Kabal?" "Goons are da best!" stuff going on. At the end of the quests, they said something along the lines of "Which gang you choose is up to you!". It would have been really cool if you then chose a gang and got the tri-class legendary.
Or, if giving legendaries away is a non-starter, what if we all chose a gang and got the associated card back? That would have been a fun way to play up the gang theme.
I would just like to see more cards that can buff the old god (class specific to ensure it not to be OP) so players will try out how fun controlish style of play could be. ^^
Ill be honest, It feels bad to play and need to Buy packs until you get lucky enough to get Hancho/jade girl/ or kazakus.
If i had a choice of getting one free, I would have grabbed it and more packs right away to make the decks, now i'm kind of like meh I'll probably never open them.
They could have also done a promotional thing with buying packs to get the legendaries. Like 3 25$ deals that ensures you get the legendary faction leader. +like 12 packs
If they did that it would have made a lot of people unhappy just like a lot of people were unhappy with playing against CThun every game right after release. You can't make everyone happy I guess.

Or maybe a new card should be created?

No. Just, no. Don't feed the entitled children that expect something for nothing in an already free game.
