Rank 15-10 would be about Average as far as HS play, at least Average among all players. Rank 5 would be above average. You have the capability to beat the average casual player and can pick/craft a deck that is worthy enough.
While we DO declare that Legend is really jsut a grindfest, there IS one more real skill hurdle: rank 3.

As someone who gets stuck around rank 5, I agree completely with you, my good sir. Every season I grind to rank 5 just because of the chest reward, playing deck I like to play, sometimes when I get frustrated i even netdeck what ever people say it works. Thing I notice is, there is a notable difference in play style starting at rank 5, which is interesting. My assummption is that because there is not winning streak bonus from rank 5, people play carefully, they think whats their next play and etc.
While there are also missplays, there a fewer then in lower ranks. Every season I (more or less) have an easy climb to rank 5, playing clamsy and playing cards from my hand what first come to mind (or eye). If I had more time and patiance I would even try for higher ranks (i don't think i could reach legend, but who knows). So yea, there are some skills involved past rank 5, skill to craft a deck (if not, netdeck it), piloting that deck, analyzing situation and making decission based on situation, knowing what your opponent is playing and might play and etc.
Reaching legend is not that hard, when secret paly was everywhere (its still there but that often) you could play that deck from rank 20 to legend. And my friend reached legend this season playing midrange patron warrior. You just need a lot of time to grind.
Now, to be top 100 is something else...
EDIT: I forgot to say, I like to think of myself as a good player, okey-ish even. Until I go to a local turnament or something simular to try my skill, I will not know :D
Well, that's really up to you imo. Tecnically rank 5 is less than 6% of the players, so sounds like a good standard to me.
But standards could vary. Maybe you have a group of friends who only play casually. To them, even something like rank 12 might seem amazing. Also, maybe your group consists of top level players who consistently place top 100 legend, so even rank 1 might seem like a joke.

One season i played really aggresive shaman to get my golden hero. That resulted in me getting a low rank. Normally i always play control, and i rarely get to a better rank than 10. I have played since Beta, and i have won a couple of tournaments. I consider myself a better than average player, but i rarely get to a rank better than 15.
Imho the rank system is not a very good reflection of skill, but more of time. I saw a stream with a guy going legend with extremely fast decks. does this means that he is better? If you have a winrate on more than 50% then you would potentially hit legend at some point. And as i ONLY play slow control decks, and only play an hour a day on average, i propably never will make it to legend.

I hope Blizz will make Tournament mode a thing one day. Rewarding Virtual medals or something like that. then you can show that as an indicator of your skill level. If a player only have time to play once a week, they will never get Legend. But they could win a tournament each week.

I wouldn't say dumb. If it was dumb, it wouldn't be able to get 75% winrate. Would you say that pre-nerf Patron Warrior is dumb? Or even better example Freeze Mage? Those decks have a solid plan, and you do those things over and over and over. I would say easy to pilot (play). :D

Well I am at rank 13 now but I dont consider me a good Hearthstone player.
I think rank 5, to get to rank 5 you need to play considerably well, and from 5 to legend its prety much the same play level

I'd say "good" is anything above 15 consistently and easily, but rank 5 is where you start to see people rarely make misplays.
