I made an attempt at theory crafting such a deck imagine zephyrs with double battlecry and replayed with Shudderwock, tell me what you think about this idea.

I was also thinking zephrys would be good even in non highlander decks, but i don't think you'd want the double battlecry effect, since the card zephrys gives you is tailored for that turn only, you could get something completely useless.

Oh you just meant running a highlander deck in a non-highlander class. I don't think Zephrys is worth that.
Even if Zephrys is an incredible card, there are many incredible cards. And you can often run 2 copies of them. Reno was worth it in some decks pre-Kazakus, etc. because he provided something no other card in the history of the game provided, a reset button.
This looks totally legitimate! I definitely think there's potential for a non-explorer class to make a Zephyrus deck, especially with battlecry synergy.
I might suggest squeezing in a Bog Slosher because it would be pretty strong in this deck. There's even the off chance you are allowed to bounce Zephyrus with it.
I would probably cut Nightblade, Augumented Elekk and maybe Seaforium Bomber. Those could be replaced with something that gives you a cleaner curve. Maybe Storm Chaser since you run Earthquake and Scheme.
Yeah with only one bomber it might be a bit slow and nightblade isn't all that great for 5 mana then elekk is useless when you don't draw bomber so I think I might cut those out.

Your title is confusing and not at all what you actually want to ask, the deck you're sharing IS a highlander deck but it's just that shaman doesn't have any cards that take particular advantage of this mechanic like hunter, druid, mage or paladin (other than the neutral Zephrys ofc) and that's what you mean, so it isn't that you're playing Zephrys on a non-highlander deck but rather than you're playin Zephrys on Shaman which is a class that has no highlander synergy. other than Zephrys.
I don't know if Zephrys is strong enough to justify running a highlander deck on a class with no other synergies cause he's quite literally a tool card rather than a build-around card and/or win condition so maybe it isn't worth it but maybe it's good enough to see some fringe play if you like the style and the card in particular.
To give you a better idea of what I mean, for example OLD Reno and Kazakus are build around cards as their effects are so insane that even without more highlander cards, they're strong enough to make you want to fullfil their condition and play them on your deck. Unnerfed Raza was an example of a wincon card (Paired with Anduin DK) as it allowed you to machine gun your opponent down so even if kazakus wasn't a thing, people would have still played highlander priest cause Raza's effect was busted and it gave you a clear win condition. Zephrys doesn't fit in any of this 2 categories per se as he's the literal definition of a tool box card.

Yeah I guess I worded it poorly but I think the fact you can be a little more creative with the battlecry minions in a highlander version of quest shaman is pretty fun even if it isn't viable.

It is quite possible, you just need to draw a lot or destroy most of your cards in your deck with things like Hemet, Jungle Hunter or Void Contract)
There are some Mecha'thun decks in wild that run Reno Jackson because they can do both things above
